The request of the beneficiary or the owner, as applicable, specifically mentioning the area, the investment to be made, CF number, cadastral number, and/or topographic number, signature/stamp (legal entities), accompanied by a copy of the identity document*

In case of representation by notarial power of attorney or delegation, the resolution of the general meeting of the associations, the decision of the sole associate/representative of the associative form as applicable in original and copy, as well as a copy of the ID/CI of the authorized person, natural person or a copy of the passport for the authorized natural person with domicile abroad*

Copy of the ownership document (for example: ownership title, sale-purchase contract, donation contract) or another valid land holding document (for example: concession contract, lease, rental, superficies, etc.) with notarized authentication (except for requests for works provided for in art. 7 paragraph 1 of Law 50/1991 regarding the authorization of construction works, republished).*

Copy of the urbanism certificate (within the validity period), accompanied by the zoning plan and the site plan*

Technical documentation prepared by a certified and authorized person in land improvement works, including the technical solution regarding the protection of land improvement works, where the situation requires it. The documentation / technical project will also include the technical protection solution for land improvement works and will be mandatorily verified according to the law by a certified project verifier (as applicable). In the case of national roads, express roads, ring roads, and highways, it is required that the technical documentation be endorsed by a project verifier in roads and bridges.*

Copy of the ANIF technical approval for definite or temporary removal from the agricultural use of land located outside the towns, for verifying the compliance with the conditions imposed when issuing the approval (if applicable)*

Copies of payment documents*

Certificate of registration and Certificate of Acknowledgement from the Trade Register or the document based on which it conducts its activity, in copy, in the case of the beneficiary legal entity*

The land register excerpt for information accompanied by the cadastral plan excerpt, issued by the office of cadastre and real estate publicity no more than 30 days before the date of submitting the documentation, (except in cases where the issuance of the construction permit is requested for the realization and rehabilitation of land improvement infrastructure in accordance with the provisions of art. 33, para. (2), letter a) of Law 138/2004 with subsequent amendments and completions). (with the exception of requests for works provided in art. 7 para. 1 of Law 50/1991 regarding the authorization of construction works republished). (with the exception of investment works of public utility).*

Owner's agreement for the implementation of the investment objective on the studied site if the land is held by a person other than the owner. Administrator's agreement for the implementation of the investment objective on the studied site if the land belongs to the public/private domain of the state - in original and copy.*

The technical memorandum of the work in which the investment objective is described.*

Government/County Council/Local Council decision regarding the declaration of public utility for investment objectives of national, county, or local interest, in accordance with the law, as applicable.*
