Issuance of urbanism certificate*

According to the provisions of art. 6 para. (1) and (4) of Law no. 50/1991, the urbanism certificate is an information document regarding the legal, economic, and technical regime of the property, as well as the specific urban planning requirements for the location, determined in accordance with the provisions of approved and endorsed urban planning documentation, a document that is issued, upon request, to any applicant - natural person or legal entity - and there is no need to present the title to the property or any other document attesting ownership rights.
According to Law no. 50/1991, the urbanism certificate does not replace the building/demolition authorization and does not grant the right to execute construction works.
Documents required for issuing the urbanism certificate:


(1) For issuing the urbanism certificate, the applicant - any interested natural person or legal entity - must submit to the issuer a file containing:

a) the standard application form (form-model F.1 - application for issuing the urbanism certificate), in accordance with the instructions regarding its completion, including:

1. identification details of the applicant;

2. identification details of the property for which the urbanism certificate is requested, namely locality, cadastral number and land book number, except where the law provides otherwise;

3. elements defining the purpose of the application;

b) cadastral/topographic maps, highlighting the properties in question, as follows:


1. for properties not registered in the cadastre and real estate publicity records: location plan, at one of the scales 1:10,000, 1:5,000, 1:2,000, 1:1,000, 1:500, as applicable, issued, upon request, by the cadastre and real estate publicity office;


2. for properties registered in the cadastre and real estate publicity records: excerpt from the cadastral plan from the orthophotoplan and updated land book excerpt for information, issued, upon request, by the cadastre and real estate publicity office.

c) proof of payment of the fee for issuing the urbanism certificate, in copy.
