The procedure regulates the issuance of the certificate of attestation of construction/extension, a document confirming the completion of a construction or an extension based on the building permit + completion report/technical expertise and in accordance with the approved documentation.
The certificate is required for the registration of the construction in the land register, under the conditions of Cadastre and Real Estate Publicity Law no. 7/1996 and Law no. 50/1991.
The document is issued at the request of the property owner or the entitled person.

If the applicant considers themselves harmed by the unjustified refusal to issue the certificate or by the failure to resolve the request within the legal term, they may submit:
-
a prior complaint, under the conditions of art. 7 of Administrative Litigation Law no. 554/2004, within 30 days from the communication of the refusal or from the expiry of the legal term for resolution;
-
an administrative litigation action before the competent court, under the conditions of the same law.
