Operational procedure regarding the automatic recognition by Alexandru Ioan Cuza University of Iași of the quality of doctoral supervisor obtained in accredited higher education institutions from abroad*

This procedure establishes the method by which “Alexandru Ioan Cuza” University of Iași conducts the automatic recognition of the status of doctoral supervisor obtained in accredited higher education institutions abroad, while respecting the principle of legality, university autonomy, transparency, responsibility, and the ethical and deontological norms in force. The procedure applies to Romanian citizens and citizens of member states of the European Union, the European Economic Area, and the Swiss Confederation who have obtained the status of doctoral supervisor in:
- accredited higher education or research-development institutions in member states of the European Union, the European Economic Area, and the Swiss Confederation;
- accredited higher education or research-development institutions included in the “List of prestigious universities from other countries,” approved by OMECTS no. 5825/2016 and updated periodically, for establishing themselves on the territory of Romania;
- accredited higher education or research-development institutions that are the subject of an international mutual recognition agreement, concluded at governmental or inter-university level.
The automatic recognition of the status of doctoral supervisor or habilitation by IOSUD “Alexandru Ioan Cuza” University of Iași is valid and produces legal effects only at the level of “Alexandru Ioan Cuza” University of Iași.
The recognition of the status of doctoral supervisor or habilitation by IOSUD “Alexandru Ioan Cuza” University of Iași is carried out only for the purpose of exercising the rights conferred by the status of doctoral supervisor and occupying a teaching position within “Alexandru Ioan Cuza” University of Iași.
Occupation of a teaching position in the Romanian educational system is carried out in accordance with the legal norms in force.
Only in the case of temporary exercise, the provisions of Law no. 200/2004 and art. 296 paragraphs (1) and (2) of Law no. 1 of 2011 on National Education apply directly:
(1) Reserved, vacant, or temporarily vacant teaching positions are filled with priority by the tenured teaching staff of the institution or by associated teaching staff, paid by the hour, according to the present law.
(2) The employment of specialists with recognized scientific and professional value in their field, from the country or abroad, as invited associated teaching staff, is approved by the department council and the administrative council.
Filing the application: The application can also be submitted to the Registry of “Alexandru Ioan Cuza” University of Iași, Monday through Friday, between 08.00 - 16.00, and will be forwarded to the Office for Doctoral University Studies or can be sent by post to: “Alexandru Ioan Cuza” University of Iași, Bulevardul Carol I no. 11, postal code 700506, Iași, Romania.
The resolution term is 30 days from the date of registration. This term is extended in justified cases, with the applicant being informed in writing. The committee may request additional documents from the applicant, in which case the resolution term is extended by 30 days from the date of completion of the file.

The appeal is submitted to the "Alexandru Ioan Cuza" University of Iași within 30 days of the communication of the decision. Appeals are resolved within 5 days of their receipt by an appeals resolution committee formed of 5 members, appointed by Rector's decision. The institution's final decision may subsequently be challenged in court.
