Operational procedure regarding the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad*

This procedure establishes the method by which the recognition by IOSUD - UO of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad, is carried out, in accordance with the provisions of OMENCȘ no. 5923/2016. This procedure respects the principles of legality, university autonomy, transparency, responsibility, and the ethical and deontological norms in force.

The provisions of this procedure are applied by all faculties and doctoral schools within the structure of the University of Oradea (UO) and, respectively, Romanian citizens, citizens of EU Member States, of the European Economic Area, of the Swiss Confederation, and citizens of third states who request recognition by IOSUD-UO of the doctoral diploma in sciences or in a professional field. The exercise of the rights conferred by the title of doctor in sciences and occupying a teaching position within the Romanian higher education system are carried out in accordance with the legal norms in force.

The period for evaluation and drafting the Acceptance or Rejection Report of the request by the Doctoral School Council to which the applicant's field of doctorate is assigned is 10 working days. The acceptance or rejection report of the request is endorsed by the CSUD, within 5 working days from the receipt of the Report from the Doctoral School.

Appeal routes

Appeals against the non-recognition of the doctoral diploma and the title of Doctor of Science by IOSUD - University of Oradea will be submitted within 15 calendar days from the receipt of the decision. The committee for analyzing appeals will be proposed by the CSUD director and will be composed of 3 specialists from the applicant's field.
The response to a possible appeal regarding the non-recognition of the doctoral diploma and the title of Doctor of Science by IOSUD - University of Oradea will be communicated, within 5 days, by the IOSUD – UO management.
