LIMITS: The recognition by ULBS of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad, has legal effects only within ULBS and is carried out for the purpose of:
- participation in a competition for occupying a vacant teaching position within ULBS
- participation in the selection committees for occupying teaching and research positions within ULBS
- participation in the committees for the evaluation of doctoral theses;
- participation as a "visiting professor" in various scientific and/or teaching activities within ULBS
- compliance with the provisions of the legislation in force and the decisions of the ULBS Senate.
In the case of doctoral study programs organized jointly by accredited higher education institutions from Romania and abroad, finalized with the issuance of a doctoral diploma by each institution, the diploma issued by the foreign institution is not subject to the recognition procedure, the diploma issued by the higher education institution in Romania granting all rights provided by law.

Challenging the decision of the ULBS Rector not to issue the recognition certificate can be submitted at the ULBS Registry or on the PCUe platform within 15 working days from the applicant's notification, through a motivated request (attached model). The appeals are analyzed and resolved by an appeal resolution committee appointed by the Rector's decision, which will reassess the file and propose a solution within 5 working days from registration.

The ULBS refusal to issue the recognition decision can be challenged under the provisions of Law no. 554/2004 on administrative litigation.
