Necessary documents for the file (in copy): – application and statement on one’s own responsibility; – identity documents of the applicants; – birth certificates of the children, their identity cards (if applicable); – marriage certificate or family record book; – final decision of approval for adoption, family placement of the minor, according to the law; – document proving the applicant's status as a guardian or curator; – documents showing that a family member attends an educational institution (certificate of enrollment for all school-age children in the family; excepted are school-age children with severe or accentuated disabilities for whom proof issued by the competent authorities must be provided, attesting that the respective child cannot be enrolled in any form of education provided by law); – documents proving inclusion in the category of persons with severe or accentuated disabilities or first or second degree of invalidity, for dependents; – net income earned (the month prior to submitting the application) and supporting documents are those mentioned in the application form (certificates regarding net salary, pension slips, unemployment aid, state allowance coupon, etc.); In the case of consensual union (cohabitation), considered a beneficiary family, documents regarding the family composition and income for the applicant’s partner must also be presented.*

The heating aid for the home is granted based on an application and a sworn statement regarding the composition of the family and its income. In order to establish the right, mayors request supporting documents that certify the composition of the family and the income earned by its members, as well as supporting documents regarding the home or goods owned by them, including in other administrative-territorial units. Heating aids are granted according to the average monthly net income per family member, or for a single person, within the limits, percentages, and amounts established in the emergency ordinance. When determining the average monthly net income per family member, or, as the case may be, for a single person, all income earned by the members in the month prior to the month in which the right is requested is taken into account. If the income earned by the family members or the single person is annual or periodic, to determine the net monthly income, the monthly average thereof is calculated in relation to the period for which it was granted. In the application and sworn statement, the applicant for the home heating aid is obliged to mention the goods owned under property, rental, concession, loan for use, or any other form of possession, included in the list of goods that lead to the exclusion from granting the home heating aid. Persons applying for thermal energy aid are required to fill in the number of rooms in the home. – applications and sworn statements are submitted to the city hall of the commune, town, municipality or, as the case may be, the sector of the municipality of Bucharest in whose territorial area the home of domicile or residence is located; – application and sworn statement; – net income earned (the month prior to the submission of the application) and supporting documents are those specified in the application form (proofs of net salary, pension slips, unemployment aid, child allowance slips, etc).*
