This procedure is presented by “Babeș - Bolyai” University, headquartered in Cluj-Napoca, Mihail Kogălniceanu St. no. 1, postal code 400084, phone: 0264405300, e-mail: contact@ubbcluj.ro, www.ubbcluj.ro and is based on Methodology for the automatic recognition of the status of PhD supervisor, academic positions, doctoral diploma and title of doctor, obtained in accredited university institutions from abroad, which was approved by the Senate of “Babeș - Bolyai” University (UBB) through Decision 1755 from 06.02.2017.
The procedure was amended and approved by the UBB Senate through Decision no. 9475 from 13.07.2020 (updated text).

It addresses applicants who have obtained the status of PhD supervisor or habilitation at:
a) accredited university institutions from member states of the European Union or the European Economic Area or from the Swiss Confederation;
b) prestigious universities included in List of prestigious universities from other countries, approved by ministerial order, updated periodically;
c) accredited university institutions from abroad, which are subject to an international mutual recognition agreement, concluded at the intergovernmental or inter-university level.

Any of the legalized copies (not the legalized translation) may be replaced by a simple copy only if the respective document is presented in original.
The submission of documents through this platform can be done as follows:
- Each pdf file will contain only one printed document, which will be included in its entirety (all its pages). The pdf file corresponding to the document subject to recognition will be made after a legalized copy, if it is issued in Romanian, English, French or, respectively, after a copy and translation into Romanian, legalized by Romanian authorities, in the case of documents issued in other languages.
- When signing each digital document, a qualified electronic signature can be used (according to Law 455/2001).
The transmission of documents entails your consent for the processing of personal data, as without this consent the University cannot provide the requested service.
Resolution period is 30 calendar days and starts from the moment the applicant has submitted all the documents requested by the University. This period is extended if the secretariat finds that the submitted file is incomplete or the resolution involves correspondence to clarify with the applicant, with the CNRED specialized service or with the institution that issued the document to be recognized. In any of these cases, the applicant for recognition will be notified in writing about this, using any of the communication methods indicated by the applicant in their recognition request.
The deadline for completing the file by the applicant with the documents required by “Babeș - Bolyai” University after the start of this procedure is 15 calendar days from the drafting and sending of the communication by the University. Failure to comply with the deadline leads to closure of the case. After closure, the applicant has the right to submit a new application, which will be processed according to the procedure in force on the date of registration.
The recognition of the status of PhD supervisor and/or habilitation is valid and produces legal effects only at the level of “Babeș - Bolyai” University in Cluj-Napoca. This recognition does not automatically result in the exercise of the profession, i.e. PhD supervision activity. For this, it is necessary to fulfill the conditions and procedure regarding the recruitment of PhD supervisors in the doctoral schools of “Babeș - Bolyai” University, in accordance with Regulation of “Babeș - Bolyai” University from Cluj-Napoca regarding the public defense of habilitation theses and the recruitment of PhD supervisors.

Appeal routes
Ways to appeal the conclusions of the Recognition Commission:
1) The solution proposed by the Recognition Commission can be challenged by submitting and registering, within the deadline, a written appeal by the applicant at the Registry of Babeș-Bolyai University.
The appeal deadline is 48 hours from the announcement of the solution proposed by the Recognition Commission. The appeal commission appointed by the UBB rector will issue a response within 30 days from the receipt/registration of the appeal.
2) The response of Babeș-Bolyai University to the appeal can be challenged in the competent court, in accordance with Administrative Litigation Law 554/2004, as subsequently amended and supplemented.
