The request of the beneficiary or the owner, as applicable, specifically mentioning the area, the investment to be made, land register number, cadastral number and/or topographic number, signature/stamp (legal entities), accompanied by a copy of the identity document.*

Registration certificate and certificate attesting from the trade registry or the document based on which it conducts its activity, in copy, in the case of the beneficiary legal entity.*

In case of representation, notarial power of attorney, delegation, resolution of the general meeting of associates, decision of the sole associate, decision of the representative of the associative form, as the case may be, in original and copy, as well as a copy of the ID card of the authorized natural person or a copy of the passport for the authorized natural person with domicile abroad.*

Copy of the ownership document (for example: ownership title, sale-purchase contract, donation contract) or another valid land possession deed (for example: concession contract, lease, rental, superficies etc.) with notarial authentication. (except for requests concerning the works provided for in art. 7 paragraph 14 of Law 50/1991 regarding the authorization of construction works, republished).*

Copy of the urbanism certificate (within the validity period), accompanied by the zoning plan and the site plan.*

Technical documentation prepared by a certified and authorized person in land improvement works, with the technical solution for protecting the land improvement works, where the situation requires it. The documentation / technical project will also include the technical protection solution for the land improvement works and will be verified according to the law, obligatorily by a certified project verifier. In the case of national roads, express roads, ring roads, highways, it is required that the technical documentation be endorsed by a certified project verifier in roads and bridges.*

Copies of payment documents.*

The land register excerpt for information, accompanied by the cadastral plan excerpt, issued by the office of cadastre and real estate publicity no more than 30 days before the date of submission of the documentation, as the case may be. (except in the case where the construction permit is requested for the realization and rehabilitation of land improvement infrastructure in accordance with the provisions of art. 33, para. (2, letter a) of Law 138/2004 with subsequent amendments and completions); (except for requests for works provided by art. 7 para 14 of Law 50/1991 on the authorization of construction works, republished); (except for public utility investment works).*
