In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, draws up and issues the documents (certificates etc.) necessary for the recognition for professional purposes of the Romanian qualification titles of general nurse, midwife and nurse, in the other EU Member States.

The activities of attestation of Romanian qualification titles of general nurse, midwife and nurse, in other EU Member States consist in the preparation and issuance of documents, hereinafter referred to as attestation documents, used by the authorities of the other EU member states, the countries belonging to the European Economic Area and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and completions. Where appropriate, the attestation documents are certificates or recommendations.

Online applications for the issuance of documents necessary for the recognition for professional purposes of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted through PCUe to the county/Bucharest Municipality branch of OAMGMAMR, to which the applicant is a member. If the applicant has NOT acquired membership of OAMGMAMR, the application is submitted online through PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

In the event that the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days of notification, the applicant is required to complete the file with all requested documents. If the applicant does not meet the completion deadline, upon its expiry, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be issued by the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants through PCUe by the county branch of OAMGMAMR to which they have submitted the electronic file.

The professions of general nurse, midwife, and medical assistant are regulated professions in Romania by GEO No. 144 of October 28, 2008 regarding the exercise of the profession of general nurse, the profession of midwife, and the profession of medical assistant, as well as the organization and functioning of the Order of General Nurses, Midwives, and Medical Assistants of Romania.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE THE YEAR 2007 - Work book - copy certified "true to the original" by the employer. For employers in the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT together with the additional documents - copies certified "true to the original" by the employer will be uploaded electronically. If the applicant cannot prove their professional experience, a scanned self-declaration stating this will be attached. The declaration must include the name and surname, identification details, address, profession, and the mention "I hereby declare on my own responsibility that I have not practiced the profession and do not possess any proof of professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES STARTING FROM THE YEAR 2007 - a scanned declaration will be attached, mentioning the name and surname, identification details, address, profession, and the following statement: "I, the undersigned..., declare that I have graduated from the school/faculty ... in the year...".*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Seniority certificate (attached model) or REVISAL extract signed, registered, and stamped by the issuing unit. The REVISAL extract must include the position, employment norm, start and end date of the employment period. FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 - a scanned declaration must be attached, mentioning the name and surname, identification details, address, profession, and the statement "I declare that I graduated from the school/faculty ... in the year ...".*
