Explosive materials may be stored only in spaces specially constructed and arranged based on technical documentation approved by the territorial labor inspectorates. Explosive material warehouses may operate only after obtaining, in advance, the authorization issued jointly by the territorial labor inspectorate and the General Police Directorate of the Municipality of Bucharest or the county police inspectorate, as applicable. The authorization of explosive material warehouses is carried out by the arms, explosives, and dangerous substances divisions within the county police inspectorates or the General Police Directorate of the Municipality of Bucharest. The authorization is obtained only at the request of the interested party and for a determined period, requiring annual endorsement by the issuing authorities. Failure to present the authorization for endorsement within 15 days from the date of expiry results in the holder losing the right to carry out operations with explosive materials.

- Issuance of authorization under emergency regime: 500.00 RON
