On the basis of civil status documents, certificates/multilingual extracts of birth and marriage are issued to the holders or their legal representatives, while certificates/multilingual extracts of death are issued to family members, entitled persons or, with the approval of the mayor of the administrative-territorial unit that registered the death, to other persons who justify a legitimate interest. Civil status certificates/Multilingual extracts of civil status documents may also be issued to other persons authorized by special power of attorney, as well as to lawyers empowered by the holders, their legal representatives or, in the case of the death certificate/multilingual extract, by the entitled persons or family members, as the case may be, based on a lawyer's authorization issued in compliance with the provisions of Law no. 51/1995 for the organization and exercise of the lawyer's profession, republished, with subsequent amendments and completions, and the Statute of the lawyer's profession, adopted by Decision of the Council of the National Union of Romanian Bar Associations no. 64/2011, with subsequent amendments and completions. Reference documents are issued under the same conditions as civil status certificates. The fees charged for this public service are established by decision of the local council
