For the purpose of guaranteeing the fundamental right to free movement abroad, Romanian citizens with domicile in Romania or abroad, who meet the conditions stipulated by law, may request the competent authorities to issue simple electronic and simple temporary passports. The application can be submitted at any community public passport service in the country, regardless of the applicant’s county of domicile. Abroad, the application is submitted at diplomatic missions and consular offices of Romania.

Details of digitalization initiatives: The first interaction with the citizen is carried out through the portal hub.mai.gov.ro/epasapoarte, which allows them to book a predetermined date and a predefined time slot depending on the type of passport requested and the number of persons presenting together (e.g., family), including the possibility of paying the passport fee through Ghiseul.ro. When making an appointment, available time slots can be selected for a maximum of 4 people who can successively submit passport applications. The passport issuance application is generated in the IT system at the moment all necessary documents are submitted at the counter, with the data being entered into the IT system by the public officer at the counter. Although the submission of the application and the collection of the passport require physical presence, other steps necessary for the citizen to obtain a simple passport are digitalized.
