 The marriage declaration is made in person, by the future spouses, in writing, at the local community public service for persons registration (S.P.C.L.E.P.) or, as the case may be, at the town hall of the domicile or residence of one of them.  For valid reasons, if one of the future spouses is unable to travel to the S.P.C.L.E.P. headquarters or, as appropriate, the competent town hall, the marriage declaration may also be made outside its headquarters, in front of the civil status officer, with the mayor’s approval.  The marriage declaration can be made and the marriage can be concluded in another administrative-territorial unit than the one in whose territorial area the future spouses reside or have their residence, only with the approval of the mayor of the administrative-territorial unit where the marriage is concluded.  In the marriage declaration, the future spouses will state that there is no legal impediment to the marriage and will mention the family name they will use during the marriage, as well as the chosen matrimonial regime.  Along with the marriage declaration, they will present the evidence required by law for the conclusion of the marriage. The marriage can also be concluded outside the headquarters of S.P.C.L.E.P. or, as appropriate, the competent town hall, such as public gardens, parks, museums, and other outdoor places, at the request of the future spouses, with the mayor’s approval. The fees charged for this public service are established by resolution of the Local Council.
