According to Law 278/2015, the Order of General Nurses, Midwives, and Medical Assistants of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife, and medical assistant in the other EU Member States.

The activities of certification of Romanian qualification titles of general nurse, midwife, and medical assistant in other EU Member States consist in preparing and issuing documents, hereinafter referred to as attestation documents, used by the authorities of other EU Member States, states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented. As the case may be, the attestation documents are certificates or recommendations.

Online applications for the issuance of documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted through PCUe to the county/Bucharest Municipality branch of OAMGMAMR where the applicant is a member. If the applicant has NOT acquired the status of OAMGMAMR member, the application is submitted online through PCUe to the OAMGMAMR branch within whose territorial jurisdiction the applicant resides.

If the applicant does not attach all the requested documents or if the file is found to be incomplete, the applicant will be notified through the PCUe system. Within 15 days from notification, the applicant is required to complete the file with all requested documents. If the applicant does not comply with the completion deadline, upon its expiration, the file will be automatically classified by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared by the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants through PCUe by the county branch of OAMGMAMR where they submitted the electronic file.
