Methodology regarding the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field obtained abroad by IOSUD-UNMB*

This methodology regulates the recognition by the Organizing Institution for Doctoral Studies – National University of Music Bucharest (IOSUD-UNMB), of the doctoral degree diploma and the title of doctor in the field of Music, obtained abroad by Romanian citizens, citizens of the member states of the European Union, the European Economic Area, the Swiss Confederation, and by citizens of third countries.
IOSUD-UNMB automatically recognizes the doctoral degree diploma and the title of doctor in the field of Music, obtained at:
a) accredited higher education institutions from a member state of the European Union, the European Economic Area, and the Swiss Confederation;
b) accredited higher education institutions from outside the countries listed in letter a), among the most prestigious higher education institutions in the world, according to the provisions of the Minister of Education’s Order regarding the approval of the list of prestigious universities from other countries.
The recognition of the doctoral degree diploma and the title of doctor in the field of Music by IOSUD-UNMB is carried out for the purpose of enrollment in postgraduate study programs, obtaining habilitation, occupying a teaching or research position within the university, participation in programs and projects financed from European and international funds, or for other purposes related to teaching and research activities within the university.

Methodology regarding the recognition by the National University of Music in Bucharest of teaching positions in university education obtained in accredited higher education institutions abroad*

The National University of Music Bucharest (UNMB) is an accredited institution of higher education, according to legal norms and, in this capacity, automatically recognizes the teaching positions in higher education obtained in accredited institutions of higher education from member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious institutions of higher education from other states included in the "List of prestigious universities from other states", approved by order of the minister of education and periodically updated.
The teaching positions obtained at accredited institutions of higher education, other than those mentioned above, are recognized only if the applicant meets the standards set by UNMB for occupying the respective teaching position, provided in the Competition Methodology for filling teaching and research vacancies at UNMB, in force at the date of file submission.
The provisions of this methodology apply to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third countries.
The recognition by the National University of Music Bucharest of teaching positions in higher education obtained in accredited higher education institutions abroad is valid and produces legal effects only at the level of UNMB.
This methodology describes the procedure for the recognition of teaching positions in higher education obtained in accredited institutions of higher education abroad, respecting the provisions of the legislation in force and the decision of the UNMB senate, as the case may be, for the purpose of:
a) carrying out teaching activities provided in the staffing charts of UNMB (including evaluation) or additional activities to these, with the approval of the UNMB management, including as an associate teaching staff or guest associate teaching staff;
b) participation in competition commissions for filling teaching and research vacancies.

Employment in a teaching position in the Romanian system of higher education is conducted according to the legislation in force.

Methodology regarding the automatic recognition by IOSUD – National University of Music Bucharest of the doctoral supervisor status obtained in higher education or research-development institutions abroad*

This Methodology, elaborated in accordance with the provisions of OME no.5956/13.08.2024 for the approval of the Methodology regarding the automatic recognition of the quality of PhD supervisor obtained in higher education or research-development institutions abroad, establishes the procedure by which the automatic recognition is carried out, by the Institution Organizing Doctoral University Studies – National University of Music Bucharest (IOSUD-UNMB), of the quality of PhD supervisor obtained in higher education or research-development institutions abroad.

The procedure applies to Romanian citizens, citizens of European Union member states, of the European Economic Area, of the Swiss Confederation, and citizens of third countries who have legally acquired the right to supervise doctorates in accredited higher education or research-development institutions abroad.

The citizens mentioned above may obtain the certificate of habilitation recognition as follows:

a) specialists who are PhD supervisors in one of the member states of the European Union or the European Economic Area or the Swiss Confederation automatically acquire the status of PhD supervisor in Romania through the recognition and granting of the certificate of habilitation recognition by the institutions organizing doctoral university studies;

b) specialists who are PhD supervisors in one of the higher education institutions outside the countries mentioned in point a), among the most prestigious higher education institutions in the world, according to the order of the Minister of Education regarding the approval of the list of prestigious universities from other countries, automatically acquire the status of PhD supervisor in Romania through the recognition and granting of the certificate of habilitation recognition by the institutions organizing doctoral university studies;

c) specialists who are PhD supervisors in institutions abroad, other than those mentioned at point a) or b), acquire the status of PhD supervisor in Romania through the recognition and granting of the certificate of habilitation recognition by the institutions organizing doctoral university studies based on an international mutual recognition agreement.

The exercise of the rights conferred by the status of PhD supervisor in the Romanian higher education system is carried out in accordance with the legal provisions in force.

Recognition of the quality of PhD supervisor or habilitation by UNMB is valid and produces legal effects only at the level of UNMB.
