Administrative complaint (1) - negative response*
The procedure mentions the way of ensuring free access to public interest information for citizens or other interested parties (mass media, NGOs, etc.) according to the provisions of Law no. 544/2001, with subsequent amendments and completions, within the Ploiești Local Police. Through this procedure, the aim is to ensure a correct, efficient, prompt, and legal circuit of public interest information requests.
The operational procedure targets the free and unrestricted access of individuals to any public interest information, as defined by law, constituting one of the fundamental principles of relations between individuals and public authorities, in accordance with the Constitution of Romania and with international documents ratified by the Romanian Parliament. The procedure establishes the way in which communication is ensured to authorities, institutions, and interested persons of the acts issued by the director, under the conditions of Law no. 544/2001 regarding free access to public interest information. The procedure is mainly carried out for good collaboration between citizens and public institutions, for the interests of the public institution, the citizens, and the employees of the public institution.

This procedure aims to ensure a correct, efficient, operative, and legal flow of requests for public interest information.
The operational procedure targets the free and unrestricted access of individuals to any public interest information, as defined by law, and constitutes one of the fundamental principles of the relationship between individuals and public authorities, in accordance with the Constitution of Romania and the international documents ratified by the Parliament of Romania. The procedure establishes the way in which the communication to authorities, institutions, and interested persons of acts issued by the director is ensured, under the conditions of Law no. 544/2001 regarding free access to public interest information. The procedure is mainly carried out to ensure good cooperation between citizens and public institutions, in the interests of the public institution, the citizens, and the employees of the public institution.
*Request for public interest information*
The procedure specifies the way of ensuring free access to public interest information for citizens or other interested parties (mass media, NGOs, etc.) according to the provisions of Law no. 544/2001, with subsequent modifications and completions, within the Ploiești Local Police. Through this procedure, the aim is to ensure a correct, efficient, operative, and legal circuit for public interest information requests.
The operational procedure targets the free and unrestricted access of individuals to any public interest information, thus defined by law, which constitutes one of the fundamental principles of the relationship between individuals and public authorities, in accordance with the Constitution of Romania and the international documents ratified by the Romanian Parliament. The procedure establishes the way in which communication to authorities, institutions and interested persons of the acts issued is ensured, under the conditions of Law no. 544/2001 regarding free access to public interest information.
The procedure is carried out especially for a good collaboration between citizens and public institutions, for the interests of the public institution, citizens, and the employees of the public institution.
The following information is excepted from citizens' free access:
a) information from the field of national defense, security, and public order, if they are classified, according to the law;
b) information regarding the deliberations of authorities, as well as those relating to the economic and political interests of Romania, if they are classified, according to the law;
c) information regarding commercial or financial activities, if their publicity affects intellectual or industrial property rights, as well as the principle of fair competition, according to the law;
d) information regarding personal data, according to the law;
e) information regarding procedures during criminal or disciplinary investigations, if the result of the investigation is endangered, confidential sources are disclosed or the life, physical integrity, or health of a person is endangered as a result of the investigation carried out or in progress;
f) information regarding judicial procedures, if their publicity affects the assurance of a fair trial or the legitimate interest of any of the parties involved in the process;
g) information whose publication prejudices measures for the protection of minors.
