Registration for recruitment contest*

This procedure regulates the method of submitting the competition file in order to occupy a public position or a vacant contractual position within the specialized department of the Braila County Council.

Interested persons shall submit the competition file only during the application period. This period will be published together with the announcement regarding the organization of the recruitment competition.

The originals of the documents or their notarized copies from the competition file shall be presented to the Human Resources and Payroll Office until the date of the written test of the competition.

Decision Transparency*

Law no. 52/2003 regarding decisional transparency in public administration establishes the minimal procedural rules applicable to ensure decisional transparency within the central and local public administration authorities, whether elected or appointed, as well as other public institutions that use public financial resources, in the relationships established between them and the citizens and their legally constituted associations and is aimed at increasing the degree of responsibility of public administration towards the citizen, as a beneficiary of administrative decisions, involving the active participation of citizens in the administrative decision-making process and in the process of drafting normative acts, and increasing the degree of transparency at the level of the entire public administration.

Within the procedures for drafting draft normative acts, the public administration authority is obliged to publish an announcement regarding this action on its own website, to display it at its own headquarters, in a space accessible to the public, and to send it to the central or local mass media. The public administration authority will send the draft normative acts to all persons who have submitted a request to receive this information.

The announcement regarding the drafting of a normative act will be brought to the public’s attention at least 30 working days before being submitted for approval by public authorities. The announcement will include: the date of posting, a substantiation note, an explanatory memorandum, an approval report regarding the necessity of adopting the proposed normative act, an impact and/or feasibility study, as applicable, the full text of the draft act, as well as the deadline, location, and the manner in which interested parties can submit in writing proposals, suggestions, opinions with a recommendatory value regarding the draft normative act.

Upon publishing the announcement, the public administration authority will set a period of at least 10 calendar days for draft normative acts, to receive in writing proposals, suggestions, or opinions regarding the draft normative act subject to public debate.

The notification form containing proposals, suggestions, or opinions displayed may be filled in by the citizen, who may request that they be maintained in the final form of the draft decision.

First of all, in order to benefit from this right, the citizen must create an account on the Single Electronic Contact Point platform. After registering or logging into the account, the individual or legal entity enters the platform and looks for the institution they wish to address, in our case the Brăila County Council. Once at the respective institution, the citizen looks for the necessary form for submitting their observations, which must be downloaded, completed with the requested data, scanned, and then uploaded again to the platform. Confirmation of receipt of the document and, subsequently, the response will be communicated via the platform, to the email address mentioned in the form.

Urbanism Certificate*



The applicant for the urbanism certificate is the natural or legal person interested in receiving information from the competent public administration authority regarding a property, land and/or constructions for the purposes defined in art. 6 of the law. In order to issue the urbanism certificate, the applicant will address the Brăila County Council by submitting an application according to form F1 - APPLICATION for the issuance of the urbanism certificate, which will include both the identification elements of the property for which the certificate is requested: locality, cadastral number and land registry number, where applicable, unless otherwise stated by law, as well as the elements that define the purpose of the application. The department handling the application is the Urbanism Directorate, Urbanism Service.


Documents required for issuing the Urbanism Certificate:

a) the standard application for issuing the Urbanism Certificate (form-model F.1), completed in all sections, signed, including:
1. the identification details of the applicant;
2. the identification details of the property for which the issuance of the urbanism certificate is requested, namely locality, cadastral number and land registry number, where the law does not provide otherwise;
3. the elements that define the purpose of the application;

b) cadastral/topographic plans, highlighting the concerned properties, as follows:
1. for properties not registered in cadastral and land registry records: zoning plan, at one of the scales 1:10,000, 1:5,000, 1:2,000, 1:1,000, 1:500, as the case may be, issued upon request by the cadastral and land registry office;
2. for properties registered in cadastral and land registry records: extract from the cadastral plan based on ortho-photo plan and land registry extract for information UPDATED TO DATE, issued upon request by the cadastral and land registry office (OCPI Brăila - Calea Călărașilor no. 27, Brăila - or online on the ANCPI website http://epay.ancpi.ro.);

c) the payment document for the fee for the issuance of the Urbanism Certificate - calculated according to the Decision of the Brăila County Council approved for the current year, in copy.


To shorten the processing time of your application, please:
1. If the fee for issuing the Urbanism Certificate is paid at the cash desk of the Brăila County Council, also submit the documentation for issuing the Certificate in original
2. If the fee for issuing the Urbanism Certificate is paid by bank transfer to the account RO37 TREZ 1515 006X XX00 0215, send the original documentation by post or courier to the headquarters of the Brăila County Council.

Request for Extension of Urbanism Certificate*

For the extension of the validity of the urbanism certificate, a standard application (according to Form - model F.7 - APPLICATION for the extension of the validity of the urbanism certificate) is filled out and submitted to the issuer, accompanied by the original urbanism certificate issued. The application for the extension of the validity of the urbanism certificate must be submitted 15 days before the expiration date of its validity.
Upon submitting the application for the extension of the validity of the urbanism certificate, the applicant must provide proof of payment of the extension fee.

Administrative Complaint - Negative Response*

Free and unrestricted access of individuals to any information of public interest constitutes one of the fundamental principles of relations between individuals and public authorities, in accordance with the Constitution of Romania and the international documents ratified by the Romanian Parliament.

Any person has the right to request and obtain from public authorities and institutions, under the conditions of Law 544/2001 regarding free access to information of public interest, information of public interest, and public authorities and institutions are obliged to provide, at the request of individuals, the requested information of public interest in writing or verbally.

Public authorities and institutions are required to respond in writing to requests for information of public interest within 10 days or, as appropriate, no later than 30 days from the registration of the request, depending on the difficulty, complexity, volume of documentation work, and urgency of the request. If the necessary period for identifying and disseminating the requested information exceeds 10 days, the response will be communicated to the applicant within a maximum of 30 days, provided the applicant is notified in writing about this fact within 10 days.

The explicit or tacit refusal of the designated employee of an authority or public institution to apply the provisions of Law no. 544/2001, as well as their negative response, constitutes misconduct and entails disciplinary liability of the guilty party.

Against the refusal and the negative response, a complaint may be submitted to the head of the respective authority or public institution within 30 days of the injured person's acknowledgment.

If, after administrative investigation, the complaint proves to be justified, the response will be sent to the injured person within 15 days from the submission of the complaint and will contain both the initially requested information of public interest and mention of the disciplinary sanctions taken against the guilty party.

The administrative complaint form displayed, whether against the refusal or the negative response, can be completed by the citizen, who may request the restoration of their rights and the provision of the requested information.

In the event that a person considers themselves harmed in their rights, they may file a complaint with the administrative litigation division of the tribunal in whose territorial jurisdiction they reside or in whose territorial jurisdiction the seat of the authority or public institution is located. The complaint must be made within 30 days from the expiration of the 30-day period concerning the formulation of the response

This procedure establishes the conditions regarding the issuance of the preliminary agreement, the placement and/or access authorization in the area of the county road under the administration of the Brăila County Council, the conclusion of the contract for use and access in the area of the county road, as well as the conditions for the placement of constructions, installations and advertising panels in the area of the county roads, as well as the use of parking spaces located in the area of the county roads under the administration of the Brăila County Council.

Issuing the authorization for the placement of constructions, installations, and advertising panels in the area of county roads*

This procedure establishes the conditions regarding the issuance of the location and/or access authorization in the area of the county road managed by the Brăila County Council, the conclusion of the contract for use and access in the county road area, as well as the conditions for placing constructions, installations, and advertising boards in the area of county roads, as well as the use of parking spaces located in the area of county roads managed by the Brăila County Council.

Administrative Complaint - Refusal to Provide Information*

The free and unrestricted access of individuals to any information of public interest constitutes one of the fundamental principles of relations between individuals and public authorities, in accordance with the Constitution of Romania and the international documents ratified by the Parliament of Romania.

Any person has the right to request and obtain from public authorities and institutions, under the conditions of Law 544/2001 regarding free access to information of public interest, information of public interest, and public authorities and institutions are obliged to provide individuals, upon their request, the information of public interest requested in writing or verbally.

Public authorities and institutions have the obligation to respond in writing to the request for information of public interest within 10 days or, as applicable, within a maximum of 30 days from the registration of the request, depending on the difficulty, complexity, volume of documentary work, and urgency of the request. If the time required to identify and distribute the requested information exceeds 10 days, the response will be communicated to the applicant within a maximum of 30 days, provided that they are notified in writing about this fact within 10 days.

The explicit or tacit refusal of the designated employee of an authority or public institution to apply the provisions of Law no. 544/2001, as well as their negative response constitutes an offense and entails the disciplinary liability of the guilty party.

An appeal against the refusal and negative response can be submitted to the head of the respective authority or public institution within 30 days from the notification by the aggrieved person.

If, after the administrative investigation, the complaint is found to be justified, the response will be sent to the aggrieved person within 15 days of the complaint's submission and will contain both the information of public interest initially requested and the mention of disciplinary sanctions taken against the guilty party.

The displayed administrative complaint form, whether against the refusal or against the negative response, can be completed by the citizen, who may request the reinstatement of their rights and the provision of the requested information.

If a person considers themselves harmed in their rights, they may file a complaint with the administrative litigation section of the tribunal in whose territorial area they reside or in whose territorial area the headquarters of the authority or public institution is located. The complaint is made within 30 days from the date of expiration of the 30-day period for formulating the response.

Document Release Request Form*

Procedure for requesting the release of documents

The archives have become, as time has gone by, increasingly appreciated and requested institutions, as they preserve various and useful information, constituting a vast deposit of information to which society can permanently refer.

The documents that are part of the archival fund of the Brăila County Council can be used for scientific research, resolving administrative matters, information, educational actions, publication drafting, issuing copies, extracts, and certificates.

The Chancellery and Archive Department of the Brăila County Council issues, at the request of individuals/legal entities and various institutions, copies/extracts of documents held/created by the institution.

Through the Single Electronic Contact Point platform, individuals/legal entities and institutions can submit requests for the release of copies/extracts of documents by filling in the existing form.

To benefit from information and documents from the archive, the citizen must create an account on the Single Electronic Contact Point platform. After registering or logging into the account, the individual or legal entity enters the platform and searches for the institution to which they wish to address, in our case the Brăila County Council.

After reaching the respective institution, the citizen searches for the necessary document release request form, which must be downloaded, filled in with the requested data, scanned, and then uploaded again to the platform. Confirmation of receipt of the document and, subsequently, the response will be communicated via the platform, to the email address mentioned in the form.
