Issuance of urbanism certificate*

The applicant for the urbanism certificate is the natural or legal person interested in receiving information from the competent public administration authority regarding a real estate property, land and/or constructions for the purposes defined in art. 6 of the law.

For the issuance of the urbanism certificate, the applicant will address the Focsani City Hall by submitting a request according to form F.1 - REQUEST for the issuance of the urbanism certificate, in which both the identification details of the property for which the certificate is requested will be entered:
locality, cadastral number and land registry number, where applicable, if the law does not specify otherwise, as well as the elements that define the purpose of the request.

  • up to 150 sqm, inclusive….....................................6 lei
  • between 151 – 250 sqm, inclusive…................................7 lei
  • between 251 -500 sqm, inclusive….................................9 lei
  • between 501- 750 sqm, inclusive…................................... 14 lei
  • between 751- 1000 sqm, inclusive…..................................17 lei
  • over 1000 sqm........... 16+0.01 lei/sqm for each sqm exceeding 1000 sqm


Payment can be made online via http://www.ghiseul.ro or by bank transfer to account RO 75TREZ69121160203XXXXX, C.U.I-4350645, through the Focsani Treasury.
The department handling the request is the Urbanism Directorate.

Extension of Building Permit*

For extending the validity of the building permit, a standard application form (according to Form - model F.12 - APPLICATION for extending the validity of the building permit) must be completed and submitted to the issuer, accompanied by the original issued building permit. The application for extending the validity of the building permit must be submitted 45 working days before the expiry date of its validity.


The department responsible for the application is the Urbanism Service.

Issuance of Construction/Demolition Authorization*

The documentation for the authorization of construction works, drawn up in accordance with the legal provisions in force, based on and in compliance with the approved urban planning documentation, according to the law, in addition to the application for the issuance of the building permit, including the annex – form-model F.8 “APPLICATION for issuing the building/demolition permit” is used

Fee for issuing the building permit:
- 0.5% of the calculation estimate value for residential buildings or annex buildings;
- 1% of the calculation estimate value for constructions other than residential (other uses);

Fee for issuing demolition permit:
- 0.1% of the taxable value established for determining the building tax.

Architecture fee:
- 0.05% of the calculation estimate value.

When submitting the application for the issuance of the building/demolition permit, the applicant must provide proof of payment of the fees.

Payment can be made online through account RO 75TREZ69121160203XXXXX, C.U.I. 4350645, through TREZORERIA Focsani for authorization fees.
The structure handling the application is the Urbanism Service.

Extension of Urbanism Certificate*

For the extension of the validity of the urban planning certificate, a standard application (according to Form - model F.7 - APPLICATION for the extension of the validity of the urban planning certificate) must be completed and submitted to the issuing authority, accompanied by the originally issued urban planning certificate. The application for the extension of the validity of the urban planning certificate must be submitted 15 calendar days before the expiration of its validity date.

Upon submitting the application for the extension of the validity of the urban planning certificate, the applicant must provide proof of payment of the extension fee.

Payment can be made online via http://www.ghiseul.ro or by payment order (OP) into account RO 75TREZ69121160203XXXXX, C.U.I-4350645, at TREZORERIA Focsani.
The department responsible for the application is the Urban Planning Service.
