Working procedure regarding the automatic recognition of the status of doctoral adviser or habilitation obtained in accredited higher education institutions abroad*

PURPOSE OF THE PROCEDURE

The procedure establishes the methods by which the automatic recognition of the status of doctoral supervisor or habilitation obtained in accredited foreign higher education institutions is carried out for persons who wish to work within the “Ștefan cel Mare” University of Suceava.

SCOPE OF APPLICATION

The procedure is used within the “Ştefan cel Mare” University of Suceava for the recognition of the status of doctoral supervisor or habilitation obtained in accredited foreign higher education institutions.

This procedure applies to Romanian citizens, citizens of Member States of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third countries who have obtained the legal right to supervise doctorates in accredited foreign higher education or research and development institutions.

CONTENT

Romanian citizens, citizens of EU Member States, the European Economic Area, or the Swiss Confederation may obtain the recognition certificate for habilitation as follows:

a) specialists who have the status of doctoral supervisor in one of the EU Member States or the European Economic Area or in the Swiss Confederation automatically acquire the status of doctoral supervisor in Romania through recognition and issuance of the habilitation recognition certificate by the institutions organizing doctoral studies;
b) specialists who have the status of doctoral supervisor in one of the higher education institutions outside the countries listed in item a), which are among the most prestigious higher education institutions in the world, according to the order of the Minister of Education approving the list of prestigious universities from other countries, automatically acquire the status of doctoral supervisor in Romania through recognition and issuance of the habilitation recognition certificate by the institutions organizing doctoral studies;
c) specialists who are doctoral supervisors within institutions abroad, other than those mentioned in item a) or b), acquire the status of doctoral supervisor in Romania through recognition and issuance of the habilitation recognition certificate by the institutions organizing doctoral studies based on an international mutual recognition agreement.

In order to recognize the status of doctoral supervisor or habilitation, the applicant submits a recognition file that includes the following documents:
a) recognition request (Annex 1);
b) identity document - copy - and proof of name change - copy and legalized translation (if applicable);
c) PhD diploma, if the education document is obtained in Romania or at one of the accredited higher education institutions mentioned in para. 5.1.2, points a and b, or the recognition document issued by IOSUD, or, as the case may be, by CNRED, according to the Methodology regarding the recognition of the PhD diploma and the title of doctor in sciences or in a professional field obtained abroad, approved by Ministerial Order 7234/2024 - copy and legalized translation (if applicable);
d) proof of the status of doctoral supervisor or habilitation, issued by the institutions mentioned in para. (5.1.2) - copy and legalized translation (if applicable).
Legalized translation of documents from points c) and d) is not required for persons who have obtained degrees from accredited higher education institutions in EU Member States, the European Economic Area, or the Swiss Confederation.

The file can be submitted to the USV registry, sent by post, or through PCUe.

The decision of recognition / non-recognition of the status of doctoral supervisor is issued by the Rector of USV based on the evaluation of the committee and is valid and produces legal effects at the level of USV.

The recognition certificate of habilitation is issued by USV IOSUD specifying the accredited field of doctoral studies according to the nomenclature of fields and specializations/programs of university studies and the structure of higher education institutions, approved by Government decision. (2) If USV IOSUD does not have in its structure the field for which recognition is requested, by exception, for the establishment of that doctoral field, recognition is done in the branch of science to which the field belongs, provided in the nomenclature of fields and specializations/programs of university studies and the structure of higher education institutions, approved by Government decision.

The recognition certificate will be issued in two copies, one of which is sent to the applicant and one is archived at the CSUD secretariat.


Issuance of the certificate of recognition

The recognition certificate is issued to the holder or to a person empowered by notarized power of attorney.

In case of loss, destruction or deterioration of the recognition certificate, a duplicate shall be issued, upon request, after consulting the archive.

Recognition certificates issued in accordance with this procedure are recognized only within USV.

Operational procedure regarding the recognition of teaching positions obtained abroad*

PURPOSE OF THE PROCEDURE

The procedure establishes the methods by which the recognition of teaching positions in university education obtained in accredited university educational institutions abroad for persons who wish to work within the "Ştefan cel Mare" University of Suceava is carried out.

SCOPE OF APPLICATION

The procedure is used within the "Ştefan cel Mare" University of Suceava for teaching positions in university education obtained in accredited university educational institutions abroad.

CONTENT

Teaching positions in university education obtained in accredited higher education institutions in member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious higher education institutions in other countries included in the List of prestigious universities from other states, approved by ministerial order and periodically updated, are automatically recognized by higher education institutions in Romania.

Teaching positions obtained in other accredited higher education institutions than those mentioned in the previous paragraph may be recognized, as appropriate, with the observance of the minimum requirements for occupying a teaching position in Romanian higher education in force at the date of submitting the recognition request and the requirements provided in Regulation R51.


For the recognition of teaching positions in university education obtained in accredited higher education institutions abroad, a recognition commission at USV is designated by the rector, consisting of at least 4 members, including:
a) vice-rector for scientific research / vice-rector for academic activity and quality assurance / CSUD director. Two of those enumerated will participate in the commission, as appropriate, of which one will be appointed as president;
b) a lawyer;
c) secretary. The secretary does not have the right to decide within the commission.
The commission may include alternate members, specialists in the field.
The decisions of the recognition commission are made unanimously by the president and two members. If any suspicions regarding the authenticity of the study documents are identified, the commission notifies the competent authorities.
The processing time for the files is maximum 10 days from the date of registration of the complete file. The processing time may be extended in justified cases, and the applicant is informed in writing, by postal courier or email.
If the applicant submits an appeal, the Rector appoints an appeal commission consisting of three members, in which different people than those from the recognition commission are designated.
The members of the commissions will decline participation in the event of any possible incompatibility specified by the regulations in force.
Recognition certificates issued according to this procedure are valid and produce legal effects only within USV.

At USV, the evaluation for the recognition of teaching positions in university education obtained in accredited higher education institutions abroad is carried out only in the case they are obtained in accredited higher education institutions from member states of the European Union, the European Economic Area, the Swiss Confederation, and prestigious higher education institutions in other countries included in the List of prestigious universities from other states, approved by ministerial order and periodically updated.
Recognition applies to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third countries.
Employment in a teaching position in the Romanian higher education system is carried out according to the legal regulations in force.
For the recognition of the teaching position, the applicant submits the recognition file, which includes the following documents:
a) recognition request (Annex 1);
b) identity document - copy - and proof of name change - copy and legalized translation (if applicable);
c) documents relating to holding a PhD: certified copy of the doctoral diploma, if the study document is obtained in Romania or at one of the accredited university educational institutions mentioned above, or the recognition certificate issued by CNRED if the study document is obtained at other accredited university educational institutions abroad than those mentioned - copy and legalized translation (if applicable);
d) proof of the teaching position, issued by accredited higher education institutions from member states of the European Union, the European Economic Area, the Swiss Confederation, and prestigious higher education institutions in other countries included in the List of prestigious universities from other states, approved by ministerial order and periodically updated - copy and legalized translation (if applicable);
e) checklist for fulfilling the minimum requirements for occupying a teaching position in Romanian higher education in force at the date of submitting the recognition request and the provisions of Regulation R51, in case of requests submitted based on article 5.1.2.

Legalized translation is not required for persons who have obtained degrees from accredited university educational institutions in member states of the European Union, the European Economic Area, the Swiss Confederation.


The file may be submitted at the USV registry, sent by mail, or via PCUe. The file is taken over by SPADAC within 5 working days. If it is found that the file does not include the documents provided in the paragraph above, the applicant is notified in writing or by e-mail for completion. The completion deadline is maximum 10 working days.
The complete file is sent to the recognition commission, which will evaluate and pronounce regarding the request. The decision will be recorded in a report signed by all members of the commission.

The decision of recognition / non-recognition of teaching positions in university education obtained in accredited higher education institutions abroad is issued by the Rector of USV and is valid and produces legal effects at the level of USV.

The recognition certificate will be drafted in two copies, one of which is sent to the applicant and one will be archived at SPADAC.

Operational procedure regarding the recognition of the PhD diploma and the title of doctor obtained abroad*

PURPOSE OF THE PROCEDURE

The procedure establishes the methods by which the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field obtained in accredited higher education institutions abroad is carried out for those who wish to work within the "Ștefan cel Mare" University of Suceava.

SCOPE OF APPLICATION

The procedure is used within the "Ștefan cel Mare" University of Suceava for the recognition of the doctoral diploma and the title of doctor obtained in accredited higher education institutions abroad.

CONTENT

The "Ștefan cel Mare" University of Suceava automatically recognizes the doctoral diploma and the title of doctor in sciences or in a professional field obtained at:

a) accredited higher education institutions in a member state of the European Union, the European Economic Area, and the Swiss Confederation;

b) accredited higher education institutions outside the countries referred to in letter a), that are among the most prestigious higher education institutions in the world, according to the provisions of the order of the Minister of Education regarding the approval of the list of prestigious universities from other countries.

USV recognizes the doctoral diploma and the title of doctor in sciences or in a professional field obtained from accredited higher education institutions based on an international mutual recognition agreement concluded at the intergovernmental level.

USV recognizes the doctoral diploma and the title of doctor in sciences or in a professional field obtained from accredited higher education institutions in countries other than those provided in the previous paragraphs.


The recognition is carried out for the purpose of enrollment in postgraduate study programs, obtaining habilitation, holding a teaching or research position within USV, participation in programs and projects financed from European and international funds, or for other purposes relating to teaching and research activities within the USV.

In case there is no doctoral school organized at USV in the field for which recognition is requested, this recognition may be obtained from another accredited doctoral studies organizing institution in the respective field.

The study documents submitted for recognition are authenticated with the Hague Apostille for states that are parties to the Hague Apostille Convention, and for other states the study documents are superlegalized or accompanied by a certificate of authenticity issued by the competent authorities of the country of origin.

Exemption from apostille or superlegalization is permitted by law, for persons who benefit from a form of international protection on the territory of Romania, in accordance with the provisions of an international treaty to which Romania is a party or when study documents can be verified in online databases of the issuing institutions or the authorities of the country of origin.

In the case of a study program organized jointly or under co-supervision by accredited higher education institutions from Romania and abroad, finalized with the issuance of a diploma by each institution, the study document issued by the foreign institution is not subject to the recognition procedure, the diploma issued by the Romanian higher education institution granting all rights.

For recognition, the applicant will submit a file comprising
a) recognition request;
b) identity document – copy and certified translation (if applicable);
c) proof of name change (if applicable) – copy and certified translation;
d) doctoral diploma – copy and certified translation;
e) documents attesting the status of the issuing institution, as provided in art. 5.1.1.


The file may be submitted physically at the USV registry, sent by mail, or through the PCUe system, under electronic signature. The file is received by the CSUD secretariat. (3) Within 3 working days, the complete file will be forwarded to the Evaluation Committee appointed by the rector's decision. (4) If it is found that the file does not include the documents provided in paragraph 5.3.5, the applicant will be notified in writing or by email to complete the submission. (5) The deadline for completion is 10 working days.

The complete file is sent to the recognition committee which will evaluate and issue an opinion regarding the application. The proposal will be recorded in a report signed by all committee members (Annex 3).

The decision of recognition/non-recognition of the doctoral diploma and the title of doctor in sciences or in a professional field is issued by the Rector of USV and is valid and has legal effects at the level of USV, with the recognition certificate being issued.
