Procedure regarding the automatic recognition, by higher education institutions, of teaching positions in higher education obtained in accredited higher education institutions abroad*
Through this procedure, teaching positions in higher education obtained in accredited higher education institutions abroad are automatically recognized by the National University of Arts in Bucharest.
The procedure applies to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third countries.
According to the provisions of the Framework Methodology related to OMENCȘ no. 5922/2016, Romanian higher education institutions automatically recognize teaching positions in higher education obtained at:
• accredited higher education institutions from member states of the European Union, the European Economic Area, or the Swiss Confederation (art. 1 para. (1));
• prestigious universities in other states included in the List of prestigious universities from other states, approved by order of the minister of national education and scientific research and periodically updated (art. 1 para. (1));
• accredited higher education institutions that are part of an international mutual recognition agreement concluded at intergovernmental or interuniversity level (art. 1 para. (2)).

Procedure regarding the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad*
Accredited higher education institutions or public and private law units and institutions included, according to legal norms, in the national research and development system recognize the doctoral diploma and the title of doctor in sciences or in a professional field, obtained at:
- accredited higher education or research and development institutions from a member state of the European Union, the European Economic Area, and the Swiss Confederation,•accredited higher education or research and development institutions included in the List of prestigious universities from other states, approved by order of the Minister of National Education and Scientific Research, updated periodically,
- accredited higher education or research and development institutions that are parties to an international mutual recognition agreement concluded at intergovernmental or inter-university level, only for the purpose of enrollment in postgraduate programs, obtaining habilitation, occupying a teaching or research position within one of the previously mentioned institutions or units, according to OMENCS no. 5923/06.12.2016 for the approval of the Methodology regarding the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad.
The following specifications are made regarding the authentication of the doctoral diploma to be presented for recognition:
1. For countries that are parties to the Hague Apostille Convention, study documents subject to equivalence/recognition must bear the Hague Apostille from the competent authorities of the issuing countries; study documents from Italy, Greece, Spain, Portugal, and Cyprus will be endorsed with the Hague Convention Apostille, and the other EU member states are excepted.
2. For countries that are not parties to the Hague Apostille Convention, study documents will be superlegalized or will be accompanied by a Certificate of Authenticity issued by the competent authorities in the country of origin. Superlegalization is applied either by the Ministry of Foreign Affairs of the issuing country and the Embassy/Consular Office of Romania in that country, or by the Ministry of Foreign Affairs of the issuing country, the Embassy/Consular Office of that country in Romania, and the Ministry of Foreign Affairs of Romania. For countries where there are no Romanian diplomatic missions or which do not have diplomatic missions in Romania, study documents will have the visa of the Ministry of Education and the Ministry of Foreign Affairs of the issuing country.
Exemption from superlegalization is permitted under the law, an international treaty to which Romania is a party, or on the basis of reciprocity.

The recognition of the doctoral title and diploma is valid and produces legal effects only at the level of the National University of Arts in Bucharest.
Procedure regarding the recognition of the status of doctoral supervisor obtained in accredited higher education institutions abroad*
Through this procedure, the quality of PhD supervisor obtained in an accredited higher education institution abroad is automatically recognized within the National University of Arts in Bucharest.
The procedure applies to Romanian citizens from the member states of the European Union, the European Economic Area, and the Swiss Confederation who have obtained the quality of PhD supervisor in accredited educational institutions from the member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious universities from other states included in the "List of prestigious universities from other states", approved by OMECTS no. 5825/2016 and periodically updated, for the purpose of settling on the territory of Romania.
Only in the case of temporary practice, the provisions of Law no. 200/2004 and Art. 296 of the National Education Law no. 1/2011 apply directly:
(1) Reserved, vacant, or temporarily vacant teaching positions are covered as a priority by the tenured teaching staff of the institution or by associated teaching staff, paid by the hour, according to this law.
(2) The employment of specialists with recognized scientific and professional value in the field from the country or abroad, as invited associated teaching staff, is approved by the department council and approved by the administrative board.
The exercise of the rights conferred by the quality of PhD supervisor and the occupation of a teaching position in the Romanian higher education system are carried out according to the legal regulations in force.
