Procedure for granting educational incentive (social vouchers for kindergarten)*

Social tickets for kindergarten are granted within a national interest program that aims to increase access to education by encouraging preschool attendance among children from disadvantaged families, the method of identifying beneficiaries being established by decision of the Local Council.
The beneficiary of the incentive is the child, and the holder of the social ticket for kindergarten is the family representative, namely the child's legal representative.
The right to the incentive is granted starting from the month in which the beneficiary meets the eligibility criteria and is granted monthly during the child's participation in activities organized within preschool education units, from September to June.
The funding for the granting of social tickets is provided from the state budget through amounts broken down from value-added tax, allocated to local budgets for this specific purpose.
Social tickets are issued only by units authorized by the Ministry of Public Finance. The operating license is granted according to the criteria established by the Ministry of Public Finance, through ministerial order.
The holder can use the social ticket for kindergarten within its validity period, only for purchasing food products, hygiene products, clothing and/or school supplies, exclusively from operators that sell the products provided by law and with whom the issuing unit has signed specific social ticket service contracts.
The holder is prohibited from:
  a) requesting and/or receiving change for the social ticket for kindergarten, if the amount corresponding to the requested products is less than the nominal value of the ticket;
  b) selling social tickets for kindergarten in exchange for money and/or other goods and/or services;
  c) using social tickets for kindergarten in stores, locations, units, markets of any kind that do not sell food, hygiene products, clothing and/or school supplies and do not display at the entrance the special stickers of the issuing unit;
  d) using social tickets for kindergarten for purchasing products other than food, hygiene products, clothing and/or school supplies.
BENEFICIARIES OF THE TICKETS:
  1. children from disadvantaged families, Romanian citizens, who have domicile or residence in Romania;
  2. children from disadvantaged families, Romanian citizens, without domicile or residence and/or without housing, hereinafter referred to as homeless persons, only during the period they are registered with public social assistance services at the administrative-territorial units where they live;
  3. children from disadvantaged families who do not have Romanian citizenship, if they are in one of the following situations: they are citizens of a member state of the European Union, the European Economic Area, the Swiss Confederation, or foreigners, hereinafter referred to as foreigners, during the period they have domicile or, as the case may be, residence in Romania, under Romanian law; they are foreign citizens or stateless persons who have been granted, under the law, a form of protection; they are stateless persons who have domicile or, as the case may be, residence in Romania, under the law.  
4. Disadvantaged families can consist of:
    a. husband, wife, and their dependent children, who live together;
c. unmarried man and woman, with their children and the children of each of them, who live and manage the household together.
5. Are considered as family members
    a. the natural children of the spouses or of one of them, or, as the case may be, of the single person;    
b. adopted children;
    c. children entrusted for adoption;
    d. children for whom the person has been appointed for child maintenance;
    e. those placed or in emergency placement with a person or family or for whom guardianship has been established by law, including those placed with a professional maternal assistant.

Documents and papers required for the preparation of the insertion incentive file (according to G.E.O. no.111/2010)*

According to Government Emergency Ordinance 111/2010, the child raising allowance up to 2 years old is granted, optionally, to either of the child's biological parents, if they have obtained, in 12 successive or consecutive months in the last 24 months (prior to the child's birth), professional income subject to income tax according to Law no. 571/2003, with subsequent amendments and completions, namely: salary income, income from independent activities, income from agricultural activities, etc.

According to Government Emergency Ordinance 111/2010, starting January 1, 2011, individuals who, in the last two years prior to the child’s birth, have obtained, for 12 months, income from salaries, income from independent activities, income from agricultural activities subject to income tax according to the provisions of Law no. 571/2003 on the Fiscal Code, as subsequently amended and completed, hereinafter referred to as taxable income, can optionally benefit from the following rights:

a) leave for raising a child up to the age of 2 years, as well as a monthly allowance - ICC

The monthly allowance provided by art.2, para. (1) letter a) of OUG 111/2010 is set at 85% of the average net income earned in the last 12 months and cannot be less than 1250 lei.

For a child with a disability, the child-raising leave is granted until the child turns 3 years old, and the related allowance is granted in the amount of 85% of the average net income earned over the last 12 months and cannot be less than 1250 lei.

b) Monthly allowance for twin pregnancy – ICC2 = ICC1 +1250 lei

c) Insertion incentive is granted to persons who meet the conditions presented above and for persons who obtain taxable income according to art. 3, at least 60 days before the child reaches the age of 2 years, or 3 years for a child with a disability, the granting of the insertion incentive is extended as follows:

1) until the child reaches the age of 3 years;

2) until the child reaches the age of 4 years, in the case of a child with a disability, without benefiting during this period from the provisions of art. 31 para. (1) and (2).

The amount of the insertion incentive is 650 lei.

Monitoring the way of raising and caring for the child with parents gone to work abroad*

Monitoring the way of upbringing and care of the child with parents working abroad addresses children with both parents gone abroad, children with the sole supporting parent gone abroad, children with one parent gone abroad, and children returned to the country after a period of more than one year spent abroad with their parents.

After identifying the children in the above situation, monitoring is carried out through home visits to them or their legal representatives to check how they are cared for, to identify risk situations that require the provision of services and benefits.

Risk situations can be brought to the authority’s attention by direct request from the child or legal representative, notification from the parent exercising sole parental authority, written or telephone reports from other family members, self-referral, case referral by a specialist or other institutions that interact with children/parents.

Parents will notify the institution about their intention to go to work abroad, indicating the person who will take care of the child during their absence.

Documents and paperwork required for preparing the state allowance file*

The state allowance is granted to all children up to the age of 18, Romanian citizens, and children who are foreign citizens and of stateless persons, residents, under the conditions of the law, in Romania, if they live together with their parents.

In the case of young people who have reached the age of 18 and who are attending high school or vocational education courses organized according to the law, the state allowance is granted until the completion thereof.

Monthly allowance for persons classified with severe disability degree with a personal assistant*

Persons classified with severe disability with a personal assistant are entitled to have a personal assistant employed and paid by the local public authorities or to receive a monthly allowance.
The granted monthly allowance is equal to the net salary of a personal assistant grade 0, established according to the legal provisions regulating the salary level of personnel paid from public funds.
The payment of the allowance is made for the period of validity of the disability classification certificate, issued by the child protection commissions or the evaluation commissions for adults with disabilities, as applicable.
To benefit from the monthly allowance, the applicant must have their domicile or residence in Paulesti commune.

Preparation of social aid file*

Beneficiaries:

a) families and single persons who have their domicile or, as the case may be, residence in Romania, with or without Romanian citizenship, as well as stateless persons;

b) families and single persons who do not have Romanian citizenship benefit from the provisions of Law no. 416/2001 if they are in one of the following situations:

- foreign citizens or stateless persons during the period when they have their domicile or, as the case may be, residence in Romania, under Romanian legislation;

- foreign citizens and stateless persons who have acquired, under the law, refugee status in Romania or who have been granted another form of protection provided by law.

c) in the case of spouses who are de facto separated, each of them benefits from the provisions of Law no. 416/2001 if they have declared different domiciles and if the conditions stipulated by this law are fulfilled.

It is granted based on an application and a declaration on own responsibility, accompanied by supporting documents regarding the composition of the family and the incomes realized in the month prior to the submission of the application by its members registered at A.S.S.C. Ploiesti. The situation is checked on the spot and the social inquiry is drawn up in order to grant/not grant social assistance, after which the mayor's order is issued.

The monthly level of the guaranteed minimum income is: a) 142 lei for a single person; b) 255 lei for a family of 2 persons; c) 357 lei for families of 3 persons; d) 442 lei for families of 4 persons;
e) 527 lei for families of 5 persons;

For each person over the number of 5 in the family, 36.5 lei is granted.

After processing the files and establishing the right, the Centralized Situation file containing the beneficiaries and the amount of assistance granted is drawn up monthly, which is submitted to the County Agency for Payments and Social Inspection in order to make the payments.

Necessary documents for preparing the child-raising allowance file*

According to Government Emergency Ordinance 111/2010, the child-raising allowance until the child reaches 2 years of age is optionally granted to either of the child's natural parents if, in the last 24 months prior to the birth of the child, they have realized in 12 successive or consecutive months taxable professional income according to the provisions of Law no. 571/2003, with subsequent amendments and completions, namely: income from salaries, income from independent activities, income from agricultural activities, etc.

According to Government Emergency Ordinance 111/2010, starting from January 1, 2011, persons who, in the last two years prior to the child's birth, have realized 12 months of income from salaries, income from independent activities, income from agricultural activities subject to income tax according to the provisions of Law no. 571/2003 regarding the Fiscal Code, with subsequent amendments and completions, hereinafter referred to as taxable income, may optionally benefit from the following rights:

a) child-raising leave until the child reaches the age of 2 years, as well as a monthly allowance - ICC

The monthly allowance provided for in art.2, para. (1) letter a) of GEO 111/2010 is set at 85% of the average net income realized in the last 12 months and cannot be less than 1250 lei.

For a child with a disability, the child-raising leave is granted until the child reaches 3 years of age, and the corresponding allowance is granted in the amount of 85% of the average net income realized in the last 12 months and cannot be less than 1250 lei.

b) Monthly allowance for twin pregnancies – ICC2 = ICC1 + 1250 lei

c) Insertion incentive is granted to persons who meet the previously stated conditions and to persons who earn taxable income according to art. 3, at least 60 days before the child reaches the age of 2 years, or 3 years in the case of a child with a disability, the insertion incentive is extended as follows:

1) until the child reaches the age of 3 years;

2) until the child reaches the age of 4 years, in the case of a child with a disability, without benefiting during this period from the provisions of art. 31 para. (1) and (2).

The family support allowance is a form of aid for families with low incomes who are raising and caring for children up to 18 years old.

Minimum Inclusion Income*

Procedure description
a) inclusion aid;

Depending on the needs of the family/single person, the minimum inclusion income is accompanied by other complementary social assistance measures, granted in cash and/or in kind, as follows:
c) incentives;
d) contributory facilities;
e) other complementary rights
The minimum inclusion income consists of all amounts representing inclusion aid and aid for families with children, which are established based on the adjusted net monthly income of the family within the following limits:
a) for inclusion aid, up to an adjusted net monthly income of 275 lei inclusive, which is taken into account when establishing the cumulative income of the family;
b) for inclusion aid, up to an adjusted net monthly income of 400 lei inclusive, which is taken into account when establishing the income of a single person aged at least 65 years;
c) for aid for families with children, up to an adjusted net monthly income of 700 lei inclusive.
The right is granted based on an application-declaration on own responsibility, accompanied by supporting documents regarding the composition of the family, the income earned in the month prior to the submission of the application by its members, and the assets owned, including in other administrative-territorial units.
File content:
- standard application;
- copies of the identity documents of all family members: husband/wife, children, cohabiting partner;
- copy of the marriage certificate (if applicable);
- copy of the divorce decree (if applicable);
- copies of documents certifying the status of guardian/curator, etc. (if applicable);
- copies of the placement/family placement decision or adoption approval (if applicable);
- copy of the ownership/rental contract for the dwelling;
- supporting documents regarding the income earned;
- income certificate issued by ANAF;
- tax certificate attesting the assets owned;
- copies of documents showing inclusion in the category of persons with disabilities (if applicable);
- other medical documents showing incapacity to work;
- proof of school attendance by children in care.
