Pharmacist transfer*
The transfer note is issued by the college where the pharmacist is registered, based on an application. Before issuing the transfer note, the requesting pharmacist is required to pay up to date the membership fee due to the college from which they wish to leave. The transfer note will be handed, under signature, to the applicant. In the pharmacist registry, the college to which the pharmacist has transferred will be specified. If a complaint against the pharmacist has been registered at the college from which the pharmacist is transferring, or if a disciplinary investigation has been initiated, the complaint, respectively the disciplinary file, will be sent to the college to which the pharmacist is transferring.
*The request for the current professional certificate*
DECISION
Regarding the Current Professional Certificate, we would like to make the following clarifications:
for the amendment of the Decision of the National Council of the College of Pharmacists of Romania
no. 1/2007 regarding the preparation and issuing of the current professional certificate
Based on art. 589 letter c) of Law no. 95/2006 regarding health care reform, republished, with subsequent modifications and completions, as well as art. 2 paragraph (2) and art. 15 of the Norms regarding the preparation, issuing, and use of certificates of professional honorability and morality for doctors,
dentists and pharmacists, approved by Government Decision no. 1.464/2006, the National Council of the College of Pharmacists of Romania d e c i d e s:
Article I
The Decision of the National Council of the College of Pharmacists of Romania no. 1/2007 regarding the preparation and issuing of the current professional certificate, published in the Official Gazette of Romania, Part I, no. 324 of May 15, 2007, with subsequent amendments, is hereby amended as follows:
1. Article 3, paragraph (2) shall have the following content:
(2) Within a maximum of 10 calendar days from the receipt of the application, the College of Pharmacists of Romania will prepare the current professional certificate and will send it to the territorial college.
2. Article 4 shall have the following content:

To obtain the current professional certificate, the pharmacist shall submit or send electronically to the territorial college of which he/she is a member the standard application form, as well as the following documents, if these have not already been submitted and registered at the territorial college of which he/she is a member:
a) copy of the bachelor's degree;
b) copy of the membership certificate of the College of Pharmacists of Romania;
c) copy of the identity card, applicant's passport, or other identity documents;
d) copy of the documents regarding acquired specializations;
e) proof of payment of the certificate issuance fee.
3. In article 5, paragraph (2) is repealed.
4. Annexes no. 2 and 3 are repealed.
Article II
This decision comes into force on January 1, 2024.
Article III
This decision is published in the Official Gazette of Romania, Part I.
In accordance with the provisions of the Pharmacy Law no. 266/2008, as consolidated and published in Official Gazette no. 448/30.06.2009 Part I, as well as the Application Norms published in Official Gazette no. 538/03.07.2009 Part I, pharmacists who will hold the position of chief pharmacist in a pharmaceutical unit (in cases of setting up new pharmaceutical units, as well as changes of chief pharmacist - for those who will take over the chief position), will address county colleges for obtaining the Current Professional Certificate.
The methodology for the preparation and issuing of the Current Professional Certificate was established by Decision of the National Council of C.F.R. no. 1/2007, decision published in the Official Gazette of Romania Part I no. 324 of 15.05.2007.
Below, we present to you the main provisions of Decision no. 1/2007, as follows:
- The Current Professional Certificate will be prepared by the College of Pharmacists of Romania and issued by the territorial college where the applicant is registered;
- The validity of the Current Professional Certificate is 3 months from the date of issuance;
- Within a maximum of three days from receiving the request for issuing the Current Professional Certificate, the territorial college will send the standard application to the College of Pharmacists of Romania for preparing and issuing the document;
- Within a maximum of 30 days from receiving the application, C.F.R. will prepare the certificate and send it to the territorial college;
- The Current Professional Certificate will be issued by the College of Pharmacists of Romania, which will prepare it and send it to the territorial college;
- The territorial college will prepare a Register of records – with the identification data of the Current Professional Certificates issued to pharmacists in that county – and will hand them to applicants with a receipt signature.
The fee for issuing the Current Professional Certificate, in the amount of 150 lei, will be paid into the account of the territorial college.
*Resumption of membership*
Resumption of membership is done based on an application, which the applicant, the pharmacist, submits to the headquarters of the territorial College, namely the College of Pharmacists Botosani, through which they request the resumption of membership starting from a certain date.
*Registration in the Botosani College of Pharmacists*
The membership certificate is granted to pharmacists who, upon making an express request to this effect, meet the following conditions:
- hold an official qualification in pharmacy,
- are not in any of the cases of unworthiness or incompatibility provided by law,
- are medically fit for practicing the profession of pharmacist, - have not interrupted the practice of the profession for more than 5 years or have obtained the bachelor's degree in the last 5 years,
- have paid the registration fee - amounting to 10% of the minimum wage.
*ACCESS TO THE PRACTICE OF THE PHARMACIST PROFESSION ON THE TERRITORY OF ROMANIA*
1. Legal basis:

Chapter II Provisions regarding the exercise of the profession of pharmacist on the territory of Romania by pharmacists who are citizens of an EU member state, a state belonging to the EEA or the Swiss Confederation
According to:
Art. 563 -The profession of pharmacist may be exercised on the territory of Romania, under the conditions of this law, by natural persons holding an official pharmacy qualification, as follows:
a) citizens of the Romanian state;
b) citizens of an EU member state, a state belonging to the EEA or the Swiss Confederation;
c) the spouse of a Romanian citizen, as well as descendants and ascendants in a direct line, dependent on a Romanian citizen, regardless of their citizenship;
d) family members of a citizen of one of the states provided for in letter b), as defined by art. 2 paragraph (1) point 3 of Government Emergency Ordinance no. 102/2005 regarding the free movement on the territory of Romania of citizens of EU and EEA member states and citizens of the Swiss Confederation, republished, with subsequent amendments and completions;
e) third-country nationals who are beneficiaries of permanent resident status in Romania;
f) beneficiaries of long-term resident status, granted by one of the states provided for in letter b).
2. For pharmacists who are citizens of third countries
Required documents:

Letter issued by the Ministry of Education and Research – National Center for Recognition and Equivalence of Diplomas (CNRED) recommending the completion of an internship in a public or hospital pharmacy, approved by the College of Pharmacists of Romania;

Certificate of completion of the full internship, in a public or hospital pharmacy;

Copy of the bachelor's degree diploma;

Copy of identity document;
-
Internship notebook stamped and signed by the territorial College, where the pharmacy at which the internship was performed is located.
3. Verification of linguistic knowledge
According to Art. 5851*):
(4) The College of Pharmacists of Romania may carry out the verification of linguistic knowledge only after the issuance, according to EU norms, of the European professional card for pharmacists or, as the case may be, only after the recognition of the professional qualification of the pharmacist concerned.
In assessing linguistic knowledge, the College of Pharmacists of Romania will take into account the duration of the activity to be performed.
Proof of linguistic knowledge can be made with a certificate of language competence.
Suspension of membership*
The suspension of membership is done when the applicant, the pharmacist, for certain reasons wishes to interrupt their activity for a certain period of time and submits to the headquarters of the territorial College a request for the suspension of membership. At the time of requesting this suspension, the pharmacist must have paid the fee up to the end of the year and must meet the requirement of continuous professional training with a number of 40 EFC hours for the respective period. In support of the requests made, the following documents listed below must also be attached:
The pharmacist is obliged to inform the College of Pharmacists of Romania within 30 days from resuming activity.
*Duplicate member certificate*
In order to proceed with issuing a duplicate of the Membership Certificate of the College of Pharmacists of Romania, the applicant must submit the complete documentation at the headquarters of the College of Pharmacists Botosani, according to the provisions of Decision no.4/2004 of the National Council of the College of Pharmacists of Romania.
