Petroleum-Gas University of Ploiești*

The Petroleum-Gas University of Ploiești recognizes the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad at:

a) accredited institutions of higher education or research – development from a member state of the European Union, the European Economic Area, and the Swiss Confederation;

b) accredited institutions of higher education or research – development included in the List of prestigious universities from other countries, approved by order of the Minister of National Education and updated periodically;

c) accredited institutions of higher education or research – development that are the subject of an international convention of mutual recognition, concluded at intergovernmental or interuniversity level.

A doctoral diploma or the title of doctor in sciences or in a professional field, obtained at accredited institutions of higher education or research – development abroad, other than those provided for in art.1, are recognized by the National Center for Recognition and Equivalence of Diplomas (CNRED), which, in justified cases, may request the evaluation of the recognition file by the National Council for Attestation of Titles, Diplomas and University Certificates (CNATDCU).

The Petroleum-Gas University of Ploiești cooperates permanently with CNRED for the recognition of the diplomas provided for in art. 1 and submits a centralized report of recognition requests every semester.

Recognition is carried out for the purpose of enrolling in postgraduate programs, obtaining habilitation, or occupying a teaching or research position at the Petroleum-Gas University of Ploiești.

• This procedure regulates the automatic recognition, at the level of the Petroleum-Gas University of Ploiești, as IOSUD, of the status of doctoral supervisor and of the rights conferred by this status, for the purpose of affiliation to the doctoral school/schools within the Petroleum-Gas University of Ploiești.
• The provisions of this procedure apply to Romanian citizens, citizens of member states of the European Union, of the European Economic Area, of the Swiss Confederation, as well as citizens from third countries.
• The process of recognition of the status of doctoral supervisor or of habilitation obtained in accredited higher education institutions from member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious universities from other states listed in the List of prestigious universities from other states is organized and conducted within the Doctoral School of the Petroleum-Gas University of Ploiești.
• Only in the case of temporary exercise, the provisions of Law no. 200/2004 and Art. 296 of the National Education Law no. 1/2011 shall apply directly:
  • (1) Reserved, vacant, or temporarily vacant teaching positions are to be covered as a priority by the tenured teaching staff of the institution or by associated teaching staff, on an hourly payment basis, in accordance with this law.
  • (2) The employment of specialists with recognized scientific and professional value in the field from the country or abroad, as invited associated teaching staff, is approved by the department council and endorsed by the administrative council.

• The exercise of the rights conferred by the status of doctoral supervisor and the occupation of a teaching position in the Romanian higher education system is carried out according to the legal norms in force.

• The teaching positions in higher education obtained in accredited institutions of higher education from member states of the European Union, the European Economic Area, from the Swiss Confederation, and in prestigious universities from other states are automatically recognized by the Petroleum-Gas University of Ploiești.
• The provisions of this procedure apply to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens from third countries.
• The teaching positions obtained at other accredited higher education institutions than those provided in art. 1 are recognized only on the basis of an international convention of mutual recognition, concluded at the intergovernmental or inter-university level.
• The appointment to a teaching position in the Romanian higher education system is carried out according to the legal regulations in force.
