Recognition of the doctoral degree obtained abroad*
The procedure establishes the way in which "Valahia" University of Târgoviște recognizes the title of doctor in sciences obtained at:
a) accredited institutions of higher education or research-development from a member state of the European Union, the European Economic Area, and the Swiss Confederation.
b) accredited institutions of higher education or research-development included in the List of prestigious universities from other countries, approved by order of the minister of national education and scientific research, updated periodically.
c) accredited institutions of higher education or research-development that are subject to an international mutual recognition agreement, concluded at intergovernmental or inter-university level.
The recognition of the doctoral diploma and the title of doctor in sciences is granted only for the purpose of holding a teaching or research position or habilitation within "Valahia" University of Târgoviște.
The procedure refers to the way in which "Valahia" University of Târgoviște recognizes the doctoral diploma and the title of doctor in sciences obtained in accredited institutions of higher education or research-development abroad.
The application in the file for the recognition of the doctoral diploma and the title of doctor obtained abroad is registered at the university registry and forwarded to IOSUD.
The file for the recognition of the doctoral diploma and the title of doctor obtained abroad can also be sent by post to "Valahia" University of Târgoviște.

Following the analysis of the documents in the file, based on the reports of the members and their majority secret vote, the president of the commission draws up an analysis report regarding the recognition request of the diploma within 30 days from the date of its registration. The documents are forwarded to CSUD. The deadline may be extended by another 30 days from the notification if the Commission, in justified cases, requests additional documents from the holder of the diploma.
The applicant will be informed, in writing, regarding the extension of the deadline for the resolution of the file and the requested additional documents.
The decision of recognition or non-recognition of the title of doctor obtained abroad, based on the recommendations of the evaluation committee and approved by CSUD, is issued by the rector of the university. The decision of recognition or non-recognition of the title of doctor is recorded in the documents' in/out registry.
The decision is collected personally or by another person empowered by a notarial proxy for this purpose. The recognition by "Valahia" University of Târgoviște of the doctoral diploma and the title of doctor obtained abroad is valid and produces legal effects at the level of "Valahia" University.
Automatic recognition by “Valahia” University of Târgoviște of teaching positions obtained in accredited educational institutions abroad*
The procedure establishes the manner in which "Valahia" University of Târgoviște automatically recognizes teaching positions obtained at accredited higher education institutions abroad for individuals applying for a teaching position within the university.
This procedure respects the principle of legality, university autonomy, transparency, responsibility, and the ethical and deontological norms in force.
The exercise of rights conferred by holding a teaching position in the Romanian higher education system is carried out according to the legal norms in force.
5.3.(1)Teaching positions in higher education obtained at accredited higher education institutions in member states of the European Union, the European Economic Area, the Swiss Confederation, and at prestigious universities from other countries included in the "List of prestigious universities from other countries" approved by order of the relevant Minister and periodically updated, are automatically recognized by "Valahia" University of Târgoviște.
(2) Teaching positions obtained at other accredited higher education institutions than those mentioned in paragraph (1) are recognized only on the basis of an international convention of mutual recognition, concluded at intergovernmental or interuniversity level.
(3) The provisions of this procedure benefit Romanian citizens, citizens from member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens from third countries.
(4) Occupying a teaching position in the Romanian higher education system is carried out according to the legal norms in force.
"Valahia" University of Târgoviște consults, if necessary, the National Center for Recognition and Equivalence of Diplomas (hereinafter referred to as CNRED) and the National Council for Attestation of Titles, Diplomas, and University Certificates (hereinafter referred to as CNATDCU).

The file for the recognition of teaching positions in higher education obtained at accredited higher education institutions abroad is registered at the University Registry and forwarded to the Human Resources and Payroll Office, which will submit the file to the Evaluation Committee, appointed by decision of the Rector.
The certificates subject to recognition will be authenticated with the Hague Apostille for states that are parties to the Hague Apostille Convention, and for other states, the certificates will be superlegalized or accompanied by a certificate of authenticity issued by the competent authorities from the country of origin. Exemption from apostille or superlegalization is permitted under the law, an international treaty to which Romania is a party, or based on reciprocity.
Files that do not contain all the mentioned documents will not be accepted.
"Valahia" University of Târgoviște may request clarifications from the competent authority or the holder.
The Evaluation Committee consists of:
President: - the Dean of the Faculty
Members: - 2 tenured teaching staff from the department similar to the applicant's specialization
- legal advisor
- representative of the Human Resources and Payroll Office
Alternate members: - 2 tenured teaching staff from the department similar to the applicant's specialization.
The tenured teaching staff, members of the Evaluation Committee, will be appointed by the Dean, with the approval of the Faculty Council.
The Evaluation Committee is approved by the Board of Administration of "Valahia" University of Târgoviște.
Based on the decision of the Board of Administration, the rector issues the act of establishment.
The Evaluation Committee draws up the Evaluation Report, which contains the solution regarding the recognition request.
Recognition of the status of doctoral supervisor obtained abroad*

The procedure establishes the manner in which “Valahia” University of Târgoviște recognizes the status of doctoral supervisor or habilitation obtained at:
a) accredited institutions of higher education or research and development from a member state of the European Union, the European Economic Area, and the Swiss Confederation.
b) accredited institutions of higher education or research and development included in the List of prestigious universities from other states, approved by the order of the minister of national education and scientific research, periodically updated.
c) accredited institutions of higher education or research and development that are subject to an international mutual recognition agreement, concluded at intergovernmental or inter-university level.
The application in the file for the recognition of the status of doctoral supervisor or habilitation obtained abroad is registered at the University's Registry and forwarded to IOSUD. The file for the recognition of the status of doctoral supervisor or habilitation obtained abroad can also be sent by mail to the university.
Following the file analysis and based on the reports of the members and their majority secret vote, the president of the committee issues an analysis report regarding the request for recognition of the status of doctoral supervisor or habilitation within 30 days from the date of its registration. The report is sent to CSUD. The deadline can be extended by another 30 days from notification if the Committee, in justified cases, requests additional documents from the diploma holder. The applicant will be informed in writing about the extension of the case settlement period and the additional documents requested. The favorable resolution of CSUD is sent to the Board of Administration for endorsement and to the University Senate for approval, after which the Rector of UVT issues the decision to recognize the status of doctoral supervisor or habilitation in the requested field. In the case of an unfavorable resolution, a decision of non-recognition of the status of doctoral supervisor or habilitation is issued.
The decision of recognition or non-recognition of the status of doctoral supervisor or habilitation is recorded in the incoming/outgoing document register. The decision is collected in person or by another person authorized in this respect by a notarial power of attorney.
The recognition by UVT of the status of doctoral supervisor or habilitation obtained abroad is valid and produces legal effects at the level of UVT.
