Cluj Pharmacists' College*

Resuming membership is done based on an application, which the applicant, the pharmacist, submits at the headquarters of the Territorial College, respectively the Bucharest College of Pharmacists, requesting the resumption of membership starting from a certain date.

The membership certificate is granted to pharmacists who, making an express request in this regard, meet the following conditions: hold an official pharmacy qualification, are not in any cases of unworthiness or incompatibility provided by law, are medically fit to practice as a pharmacist, have not interrupted the exercise of the profession for more than 5 years or have obtained their degree in the last 5 years, have paid the registration fee (the fee is paid to the territorial college account RO26 BTRL 0130 1205 9296 29XX). Regarding the Current Professional Certificate, we wish to make the following clarifications:

In accordance with the provisions of the Pharmacy Law no. 266/2008 in its consolidated form as published in the Official Gazette no. 448/30.06.2009 part I, as well as the Application Norms published in Official Gazette no. 538/03.07.2009 part I, pharmacists who will hold the position of chief pharmacist in a pharmaceutical unit (in cases of establishment of new pharmaceutical units, as well as changes of the chief pharmacist – for those who will take over the position), shall address the county colleges to obtain the Current Professional Certificate.

This document is also necessary for pharmacists who wish to practice their profession outside the country's borders.

The methodology for drafting and issuing the Current Professional Certificate was established by Decision of the National Council of C.F.R. no. 1/2007, published in the Official Gazette of Romania Part I no. 324 dated 15.05.2007.

We present below the main provisions of Decision no. 1/2007, as follows:

- The Current Professional Certificate will be drafted by the College of Pharmacists of Romania and issued by the territorial college where the applicant is registered;

- The validity of the Current Professional Certificate is 3 months from the date of issuance;

- Within a maximum of three days from receiving the request for issuing the Current Professional Certificate, the territorial college will send to the College of Pharmacists of Romania the standard application for drafting and issuing the document;

- Within a maximum of 30 days from receiving the request, C.F.R. will draft the certificate and send it to the territorial college;

- The Current Professional Certificate will be issued by the College of Pharmacists of Romania which will prepare it and send it to the territorial college;

- The territorial college will keep a Record Register – with the identification data of the Current Professional Certificates issued to pharmacists in the respective county – and will hand them over to applicants against signature upon receipt.

The fee for issuing the Current Professional Certificate, amounting to 100 lei, shall be paid into the account of the territorial College RO26 BTRL 0130 1205 9296 29XX.

The suspension of membership is carried out when the applicant, the pharmacist, for certain reasons wishes to interrupt their activity for a certain period of time and submits to the headquarters of the territorial College, namely the Bucharest College of Pharmacists, a request whereby they ask for the suspension of membership. At the time of requesting this suspension, the pharmacist must have paid the membership fee up to the end of the year and must fulfill the condition of continuous professional training with a number of 40 EFC hours for the respective period.

The pharmacist is obliged to inform the College of Pharmacists of Romania within 30 days of resuming activity.

The transfer note is issued by the college where the pharmacist is registered, based on a request. Before issuing the transfer note, the requesting pharmacist is obliged to pay the fees owed to the college from which they wish to leave. The transfer note will be handed, under signature, to the applicant. In the register of pharmacists (https://portal.tm-c.eu/LstFarma/ColegFarm) the college to which the pharmacist has transferred will be mentioned. If a complaint against the pharmacist has been registered or a disciplinary investigation has been initiated at the college from which the pharmacist is transferring, the complaint or the disciplinary file will be sent to the college to which the pharmacist transfers.

In order to proceed with the issuance of a duplicate of the Membership Certificate of the College of Pharmacists of Romania, the applicant must submit the complete documentation to the headquarters of the Bucharest College of Pharmacists, in accordance with the provisions of Decision no. 4/2004 of the National Council of the College of Pharmacists of Romania.
