Automatic recognition at UBB of teaching positions in higher education obtained in accredited higher education institutions abroad*

This procedure is presented by Babeș - Bolyai University, headquartered in Cluj-Napoca, str. Kogălniceanu Mihail no.1, postal code 400084, phone: 0264405300, e-mail: contact@ubbcluj.ro, www.ubbcluj.ro and is based on the Methodology for the automatic recognition of the quality of PhD supervisor, teaching positions, PhD diploma and PhD title, obtained from accredited higher education institutions abroad, which was approved by the Senate of Babeș - Bolyai University (UBB) through Decision 1755 dated 06.02.2017.

The procedure was amended and approved by the UBB Senate through Decision no. 9475 of 13.07.2020 (updated text).

It is addressed to applicants who have obtained teaching positions from higher education at:

a) accredited higher education institutions from member states of the European Union or the European Economic Area or from the Swiss Confederation;

b) prestigious universities included in the List of prestigious universities from other countries, approved by order of the relevant minister, updated periodically;

c) accredited higher education institutions from abroad, which are subject to an international mutual recognition convention, concluded at intergovernmental or interuniversity level.

Required documents :
- are listed below, in the table, and additionally,
- as appropriate, *) certified copy of the PhD diploma, if the study document was obtained in Romania; **) certified copy of the certificate of recognition of the PhD diploma, issued by the National Center for Recognition and Equivalence of Diplomas (C.N.R.E.D.), accompanied by a certified copy of the PhD diploma, if this study document was obtained abroad; ***) copy of the certificate of recognition within UBB of the PhD diploma, issued pursuant to Order 5923 dated December 6, 2016, of the Minister of National Education and Scientific Research.

*), **), ***) Only one of the three sets of documents proving possession of a PhD title is required.

Any of the certified copies (but not the certified translation) may be replaced by a simple copy only if the original document is presented.

Submission of documents via this platform can be done as follows:

Each pdf file will contain only a single printed document, which will be included in its entirety (all its pages). The pdf file corresponding to the document subject to recognition will be made after a certified copy, if it is issued in Romanian, English, French or, respectively, after a copy and translation into Romanian, legalized by Romanian authorities, in the case of documents issued in other languages.
When signing each digital document, a qualified electronic signature may be used (according to Law 455/2001).

The transmission of documents implies your consent for the processing of personal data, as in the absence of this consent the University is unable to provide the requested service.

Resolution deadline is 30 calendar days and starts from the moment the applicant has submitted all documents requested by the University. This deadline is extended if the secretariat finds that the submitted file is not complete or resolution involves clarifying correspondence with the applicant, with the CNRED specialized service or with the institution that issued the document to be recognized. In any of these cases, the applicant for recognition will be notified in writing about this, using any of the communication methods indicated by the applicant in the recognition request.

The deadline for completing the file by the applicant with the documents requested by Babeș - Bolyai University after the start of this procedure is 15 calendar days from drafting and sending the communication by the University. Failure to comply with the deadline leads to case closure. After closure, the applicant has the right to register a new request, which will be processed according to the procedure valid at the registration date.

The recognition of the teaching position is valid and produces legal effects only at the level of Babeș - Bolyai University in Cluj-Napoca. This recognition does not automatically entail the exercise of the respective profession. Occupation of teaching and research positions in higher education is done in accordance with National Education Law No. 1/2011, chapter II. Recognition at UBB of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad*

This procedure is presented by “Babeș - Bolyai” University, based in Cluj-Napoca, str. Kogălniceanu Mihail no.1, postal code 400084, phone: 0264405300, e-mail: contact@ubbcluj.ro, www.ubbcluj.ro and is based on the Methodology for automatic recognition of the status of doctoral supervisor, teaching positions, doctoral diploma and doctoral title obtained in accredited higher education institutions abroad, which was approved by the Senate of “Babeș - Bolyai” University (UBB) by Decision 1755 from 06.02.2017.

The procedure was modified and approved by the UBB Senate by Decision no. 9475 from 13.07.2020 (updated text).

Addresses to applicants who have obtained the doctoral diploma at:

a) accredited higher education or research-development institutions from a member state of the European Union or the European Economic Area or from the Swiss Confederation;

b) accredited higher education or research-development institutions included in the List of prestigious universities from other states, approved by ministerial order, updated periodically;

c) accredited higher education or research-development institutions which are subject to an international mutual recognition agreement, concluded at intergovernmental or interuniversity level.

Details regarding the authentication of the doctoral degree diploma to be submitted for recognition:

1. For states that are parties to the Hague Apostille Convention, documents subject to equivalence/recognition must bear the Hague Apostille by the competent authorities of the issuing countries; documents from Italy, Greece, Spain, Portugal and Cyprus will be apostilled based on the Hague Convention, the other EU member states being exempted.

2. For states that are not parties to the Hague Apostille Convention, academic documents will be superlegalized or accompanied by a Certificate of Authenticity issued by competent authorities in the country of origin. Superlegalization is performed either by the Ministry of Foreign Affairs of the issuing country and the Embassy/Consular Office of Romania in that country, or by the Ministry of Foreign Affairs of the issuing country, the Embassy/Consular Office of the respective country in Romania and the Ministry of Foreign Affairs of Romania. For countries where there are no Romanian diplomatic missions or which do not have diplomatic missions in Romania, academic documents will bear the visa of the Ministry of Education and of the Ministry of Foreign Affairs of the issuing country.

Exemption from superlegalization is permitted on the basis of law, an international treaty to which Romania is a party or on the basis of reciprocity.

The recognition of the status of PhD supervisor and/or habilitation is valid and produces legal effects only at the level of “Babeș - Bolyai” University in Cluj-Napoca. This recognition does not automatically result in the exercise of the profession, i.e. PhD supervision activity. For this, it is necessary to fulfill the conditions and procedure regarding the recruitment of PhD supervisors in the doctoral schools of “Babeș - Bolyai” University, in accordance with Regulation of “Babeș - Bolyai” University from Cluj-Napoca regarding the public defense of habilitation theses and the recruitment of PhD supervisors.
