Orsova Social Assistance Directorate*

The service was established for elderly people with various degrees of dependency as a result of losing personal autonomy, providing them with a set of care services aimed at preventing or limiting functional autonomy, maintaining and improving health, and ensuring a decent and dignified life.

​Benefit from childcare leave, as well as a monthly allowance amounting to 85% of the average income earned over the last 12 months of the last 2 years prior to the child's birth date, for individuals who have earned professional income subject to income tax according to the provisions of the Fiscal Code, or if they have been in one of the situations considered equivalent to the contribution period, by law. The allowance is granted until the child reaches the age of 2, or 3 in the case of a child with a disability.

Law no. 448/2006 regulates the rights and obligations of persons with disabilities granted for the purpose of their integration and social inclusion. In the field of protection of persons with disabilities, the Directorate ensures the respect of their rights by granting and supporting access to social services and benefits, legal and psychological counseling, depending on the needs of persons with disabilities.

MMeasure aimed at providing financial support, covered from the state budget and/or, as the case may be, from local budgets, intended for vulnerable consumers, which aims to cover fully or, as the case may be, part of the home heating expenses. The aid is granted to vulnerable consumers of centralized thermal energy, electricity, natural gas, solid and/or petroleum fuels.

​For the purpose of stimulating participation in preschool education for children from disadvantaged families and increasing access to education, Law no. 248/2015, updated, established the educational incentive in the form of social vouchers with a nominal value of 120 lei. The incentives are granted to each child from disadvantaged families, provided that the criteria according to GD no. 15/2016, updated, are cumulatively met.

Families or individuals with an average net monthly income per person, earned in the last 12 months, below the average net monthly wage in the total economy, as communicated by the National Institute of Statistics in the latest Statistical Bulletin prior to the month in which the application is reviewed, as well as prior to the month in which the home is allocated, have access to social housing for rental purposes.

Social housing is allocated by the local public administration authorities that manage them, based on criteria established annually by these authorities, and may benefit, in the order of priority established by law, the following categories of people:

• people and families evicted or about to be evicted from housing returned to former owners,
• young people up to 35 years old,
• young people coming from social protection institutions who have reached the age of 18,
• persons with first and second-degree disabilities,
• people with disabilities,
• pensioners,
• war veterans and war widows,
• beneficiaries of the Law on Gratitude to Hero-Martyrs and Fighters Who Contributed to the Victory of the Romanian Revolution of December 1989, as well as to persons who sacrificed their lives or suffered as a result of the anti-communist workers’ revolt in Brașov in November 1987 no. 341/2004, as amended and supplemented, and of the provisions of Decree-Law no. 118/1990 regarding the granting of certain rights to persons persecuted for political reasons by the dictatorship established from March 6, 1945, as well as those deported abroad or held as prisoners, republished, as amended and supplemented,
• other entitled persons or families.

Persons or families who are in any of the following situations cannot benefit from housing:

• do not have permanent residence in the Municipality of Orsova,
• do not own, have not owned, or have not sold a privately owned home after 01.01.1990,
• have not benefited from state support in loans and execution for the construction of a home;
• do not hold, as tenants, another dwelling from the Orsova municipal housing stock;
• have not been evicted following the termination of a rental contract concluded with the Municipality of Orsova, through their own fault
• have sublet the home without the owner's/administrator's consent.

​It is granted based on Law no. 61/1993, updated, regarding the state allowance for children and constitutes a form of state care granted to all children up to 18 years old, Romanian citizens, without discrimination, as well as to young people who have reached the age of 18, who are attending high school or vocational education courses organized according to the law, until their completion.

The social assistance canteen is a service that provides free social services to individuals or families in special economic, social, or medical situations with the aim of meeting social needs, as well as individual or group special needs, in order to overcome difficult situations, prevent and combat the risk of social exclusion, promote social inclusion, and improve quality of life.

VMI represents a unique social assistance program, created to help vulnerable individuals and families overcome financial obstacles and improve their lives.
VMI is a benefit provided by Law no. 196/2016 regarding minimum inclusion income and has two components:

1. SUPPORT FOR INCLUSION

• Aims to prevent and combat poverty and the risk of social exclusion and replaces the social assistance previously granted to ensure the guaranteed minimum income.

2. SUPPORT FOR FAMILIES WITH CHILDREN

• Is granted to families with dependent children up to the age of 18 and aims to prevent poverty and encourage children's participation in education, replacing the family support allowance.

Depending on the income level available to the family or single person, as well as other criteria such as family composition, status as an elderly person, or participation in education, one or both financial aids that make up VMI are granted.

VMI requires the submission of a single application, regardless of the number and category of financial aids that a family/single person may benefit from. VMI is granted in a single monthly payment, regardless of whether it concerns one or several components of VMI.

Also, VMI is not limited to the granting of a sum of money. This aid contains an integrated package of supportive measures in key areas, such as: employment, social services, education, health, and housing, all contributing to reducing the risk of poverty and social exclusion.

Considering Emergency Ordinance 72/2022 for the amendment and completion of Government Emergency Ordinance 63/2022 regarding certain temporary measures for granting material support to categories of persons at risk of material deprivation and/or at risk of extreme poverty, partially supported from external non-reimbursable funds, as well as certain measures for their distribution.

Beneficiaries:

-families with at least 2 children in care whose monthly income per family member is less than or equal to 600 lei;

-single-parent families whose monthly income per family member is less than or equal to 600 lei;

-homeless people, as regulated according to the legal provisions in force.

The documents must be submitted by the 25th of each month.
