Issuance of role certificate*

The service involves issuing certificates that attest to the entries in the agricultural register necessary for the preparation of scholarship, unemployment, social aid files, population records, and for various institutions (Electrica, Eon Gaz, mobile telephony, etc.).

The certificates can be requested by any person who is registered in the Agricultural Register.

Required documents

  • application
  • those citizens who do not have an agricultural register position will fill in a declaration on their own responsibility stating that they do not own agricultural land within the Negrești city area or in other localities in the country, which they will attach to the application
  • for social aid and unemployment certificates, no fiscal stamp is required when applying
  • for certificates required for population records, it is mandatory that the applicant has a position in the agricultural register (owns agricultural land, house, and annexes).

Registration in the Agricultural Register*

Any natural or legal person who owns agricultural land, forest land, animals, birds, and bees, or by legal entities whose activity is animal husbandry or land cultivation on the territory of Negrești city.

The request can be made by the household head or any other adult member of the family.

The person who wishes to register in the Agricultural Register must present themselves at the agricultural register with the supporting documents in order to be registered in the agricultural register.

Request for archive verification of seniority gained during the period worked at C.A.P. Negreşti*

This procedure regulates the method of submitting online requests for the issuance of certificates from the archive of the Negresti Town Hall, according to the provisions of art. 29 of the National Archives Law no. 16/1996, republished, art. 44 of the Instructions regarding the archival activity at creators and holders of documents, approved by the management of the National Archives by Order of the Day no. 217/1996, and art. 3 of Government Ordinance no. 33/2002 regarding the regulation of issuing certificates and attestations by central and local public authorities.

Urbanism - Request for Urbanism Certificate*

According to the instructions for completing the “Request for the issuance of the urbanism certificate” form, the main element for identifying the property is the postal address, completed with the topographic or cadastral plan, as applicable, and in its absence, with any other available identification elements (as mentioned in the instructions for the request).

IMPORTANT! The Urbanism Certificate does not replace the building / demolition permit and does not grant the right to carry out construction works.

Urbanism - Request for Extension of Urbanism Certificate*

For the extension of the validity of the urban planning certificate, a standard application form (according to Form - model F.7 - APPLICATION for the extension of the validity of the urban planning certificate) is filled out and submitted to the issuer, accompanied by the original issued urban planning certificate. The application for the extension of the validity of the urban planning certificate must be submitted 15 days before the expiry of its validity date.
When submitting the application for the extension of the validity of the urban planning certificate, the applicant must provide proof of payment of the extension fee.

CAF - Issuance of fiscal attestation certificate*

The conditions for issuing tax attestation certificates are stipulated by Law no.227/2015 regarding the Fiscal Code and Law no.207/2015 regarding the Fiscal Procedure Code. Therefore, the applicant will obtain the tax attestation certificate only if they are up to date with the payment of fiscal obligations owed to the local budget of the city of Negresti and if they have declared the special sanitation tax.

Issuing operating permit/approval for carrying out commercial activities*

Economic operators carrying out commercial activities, service provision, and public catering (corresponding to the CAEN codes listed in the Annex) are required to submit documentation for obtaining the operating agreement or the operating authorization for conducting public catering activities.

Obtaining the operating authorization is not required in the following situations:

  • for the headquarters of the economic operator where exclusively office activity is carried out without involving public access, except in cases where explicit authorization is requested, justified by the requirement of a legislative act (e.g., organizing auctions, courses, bank loans, etc.);
  • for the work points of legal entities with a non-profit purpose (associations, foundations, etc.) that do not carry out commercial or service provision activities;
  • for food and non-food product manufacturing activities conducted in industrial areas provided for in the Zoning Urban Plan and that do not involve selling products through their own sales structures;
  • for spaces exclusively intended for gambling and betting activities;
  • for law offices, offices of notaries public, judicial executors, judicial liquidators, mediators, chartered accountants;
  • for medical offices, medical analysis laboratories, and medical clinics;
  • for financial intermediation activities (currency exchange, insurance, etc.);
  • for other forms of legal organization that operate based on specific laws.

Request for producer certificate*

The producer certificate and the product commercialization permit for the agricultural sector can be requested by any person who is registered in the Agricultural Register and who is a producer of vegetables, fruits, flowers, or animal products.

Obtaining the necessary permit for the sale of agricultural land outside city limits*

The opinion required for the alienation of agricultural land outside the city limits can be requested by any person who owns agricultural land outside the city limits, for the purpose of selling it.

Publishing the sale offer

Within one working day from the registration of the request, the sale offer will be displayed for 30 days at the Negrești City Hall headquarters and on the city hall's website.
Within 3 working days from the registration of the sale request, the Agricultural Registry Office will draw up the list of preemptors, which will be displayed at the city hall's headquarters and on the website.

Acceptance of the sale offer

Within the 30 days from the posting of the sale offer, the Public Relations Department will register all communications accepting the sale offer of the land (ANNEX 1D model), submitted by any of the preemptors, accompanied by the following documents:

- copy of ID/bulletin for the preemptor individual;
- copy of the certificate of incorporation from the Trade Register in the case of preemptor legal persons;
- certified copies of supporting documents proving the quality of preemptor (co-ownership deeds, lease contract, ownership documents of properties sharing a border with the land for sale, etc.)

Choosing the preemptor potential buyer

The seller's decision regarding the selection of the preemptor potential buyer will be registered at the Public Relations Office
Within 3 working days from its registration, the Agricultural Registry Office will communicate, as the case may be, to M.A.D.R. or D.A.D.R. MM the name and identification details of the chosen preemptor, potential buyer.
The final approval required for concluding the sale contract in authentic form by the public notary is issued, as the case may be, by M.A.D.R. or D.A.D.R. MM.

Non-exercise of the right of preemption

If no preemptor communicates acceptance of the seller's offer and the sale is free, the Agricultural Registry Office will issue the seller a certificate attesting that all procedural steps regarding the exercise of the right of preemption have been completed and that the land is free for sale, at the price specified in the sale offer. The certificate will be accompanied by a certified true copy of the original sale offer.

Urbanism - Request for Issuance of Building Permit*

In accordance with the provisions of Law 50/1991 republished, documentation for obtaining building permits must be submitted obligatorily in two original or legalized copies (stamps, land registry extracts, notarial agreements, expert reports).

CAF - Issuance of the tax attestation certificate - for legal entities*

The conditions for issuing tax attestation certificates are provided by Law no.227/2015 regarding the Fiscal Code and Law no.207/2015 regarding the Fiscal Procedure Code. Therefore, the applicant will obtain the tax attestation certificate only if they are up to date with the payment of the tax obligations owed to the local budget of the city of Negresti and if the special sanitation fee is declared.
