In accordance with Law 278/2015, the Order of General Nurses, Midwives, and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of Romanian qualification titles as general nurse, midwife, and nurse, in other EU Member States.

The activities of attesting Romanian qualification titles as general nurse, midwife, and nurse, in other EU Member States consist of preparing and issuing documents, hereinafter referred to as attestation documents, used by the authorities of the other EU Member States, states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and completions. As applicable, the attestation documents are certificates or recommendations.

Online applications for the issuance of the documents necessary for the recognition for professional purposes of the aforementioned Romanian titles, accompanied by the appropriate documents, are sent via PCUe to the county/Bucharest Municipality branch of OAMGMAMR, of which the applicant is a member. If the applicant has NOT acquired membership in OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch corresponding to the area of residence.

If the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from notification, the applicant is obliged to complete the file with all requested documents. If the applicant does not meet the deadline for completion, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of the OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be sent online to applicants via PCUe by the county branch of OAMGMAMR where they submitted the electronic file.
