According to Law 278/2015, the Order of General Nurses, Midwives and Medical Assistants of Romania, as a competent authority, prepares and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of Romanian qualification titles of general nurse, midwife, and medical assistant, in the other EU Member States.

The activities of attesting the Romanian qualification titles of general nurse, midwife, and medical assistant, in the other EU Member States, consist of preparing and issuing documents, hereinafter referred to as attestation documents, used by the authorities of the other EU Member States, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented. Where applicable, attestation documents are certificates or recommendations.

Online applications for the issuance of the documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are sent through PCUe to the county/Bucharest Municipality branch of OAMGMAMR, to which the applicant is a member. If the applicant has NOT obtained the status of OAMGMAMR member, the application is submitted online through PCUe to the OAMGMAMR branch in the territorial jurisdiction where the applicant resides.

If the applicant does not attach all the required documents or the file is found to be incomplete, the applicant will be notified through the PCUe system. Within 15 days from notification, the applicant is required to complete the file with all the requested documents. If the applicant does not comply with the deadline for completion, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of the OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants through PCUe by the county branch of OAMGMAMR to which they have submitted the electronic file.
