Based on Law no. 266/2002, republished, in order to process seeds and planting material on the territory of Romania, an economic operator, natural or legal person, must be registered by the competent authority, the Ministry of Agriculture and Rural Development - National Inspectorate for Seed Quality, for this purpose.
