This procedure regulates the way of recording documents concluded abroad within the Constanta City Hall.
Applications are submitted to the Civil Status Service located at bd Mamaia no. 193 (former School no. 1)

- Fee of 8 lei/31 lei representing file processing fee for transcription - is paid at the Civil Status Cashier;
- D.G.E.P. fee of 250 lei/550 lei (urgency - within 3 working days from the date of application registration) representing fee for file analysis for transcription approval - is paid at the cashier located at the headquarters in bld. Tomis no. 51, room 355
Very important! All administrative documents issued by foreign authorities that will be presented for registration in the civil status registers must meet the following conditions:

Very important! All administrative documents issued by foreign authorities that will be presented for registration in the civil status registers must meet the following conditions:
- documents issued by the institutions of the states signatory to the Hague Convention of 5/10/1961 must be obligatorily apostilled.
- documents issued by states with which Romania has concluded treaties, agreements or bilateral conventions of legal assistance in civil matters or family law are exempt from legalization or apostille
- documents that are not found in the first two situations must be obligatorily legalized, in accordance with the provisions of the new Civil Procedure Code, art. 1093
