Procedure regarding the social assessment of persons applying for a professional maternal assistant certificate*

This procedure refers to the social evaluation of persons requesting the AMP certificate.
The professional maternal assistant is the natural person, certified under the law, who ensures, through activities carried out at her/his residence, the upbringing, care, and education necessary for the harmonious development of the children she/he receives in foster care.
Only persons who meet the following conditions may be certified as professional maternal assistants:
a) have full exercise capacity;
b) by their behavior in society, health condition, and psychological profile, offer guarantees for the proper fulfillment of parental obligations regarding the upbringing, care, and education of their children;
c) have at their disposal a home that meets the needs for preparing food, hygiene, education, and rest of its users, including children who are to be received in placement;
d) have completed the professional training courses organized by the public social service for child protection or the authorized private body conducting the evaluation for the issuance of the professional maternal assistant certificate.
Cannot be a professional maternal assistant:
a) any person who has been convicted by final court decision for committing an intentional crime;
b) a parent deprived of parental rights or whose child has been declared abandoned by final court decision;
c) any person suffering from chronic communicable diseases.
1. Recruitment of professional maternal assistants:a. The applicant shall submit a request at DGASPC Timiș Registry, stating the reasons for wanting to become a professional maternal assistant.
The application will be accompanied by: applicant's curriculum vitae;copy of the identity document (with residence in Timiș county); copy of the diploma of the last school graduated (the applicant must have completed secondary studies); criminal record; medical certificate proving that he/she does not suffer from transmissible, infectious-contagious or mental diseases;
b. The application will then be referred to the Head of the Child Case Management Service.
c. Applications will be assigned to the case manager, who is obliged to provide the applicant with information regarding: - The stages of the evaluation process; - The rights and obligations of the AMP; - The minimum legal requirements provided by law.
2. Applicants’ evaluation:
a. After the evaluation request is made, within 10 days from registration, the applicant will receive a confirmation response and the name of the assigned case manager. The request will be resolved within 90 days.
b. The assigned case manager will verify the following aspects:
1. Material conditions
2. Health status
3. Moral profile
4. Parental skills
5. Others.
The case manager will draw up the intermediate evaluation report, which will ascertain whether the conditions are met for passing to the next stage – the preparation process. d. The psychologist appointed by the Psychological Counseling Service will carry out a psychological evaluation, in order to assess the applicant’s parental skills and moral guarantees. e. The psychologist will quantitatively and qualitatively interpret the information obtained and will draft the psychological profile, which completes the initial evaluation report. · Responsible – the case manager and the psychologist
3. Training process (part of the evaluation process):
a. Selected applicants will be required to attend the minimum mandatory module, which covers topics approved according to the curriculum developed by the National Authority for Child Protection and Adoption,
b. Upon graduation from the course, applicants shall take an exam consisting of two tests (written and interview) · Responsible – course organizing team and lecturers designated in the curriculum · Duration – minimum 60 hours 4.
Final evaluation for certification:
a. The case manager will prepare the certification report, which will be based on the intermediate evaluation report (at least 2 visits);
b. The psychologist will prepare a psychological evaluation report for certification, after applying a psychological test to the applicant and his/her spouse.
c. Presentation of the certification file to the Child Protection Commission. · Responsible – case manager and psychologist, appointed by the head of the service

The person who considers themselves wronged by the response received from DGASPC Timiș may address the administrative litigation court based on Law no. 544/2004.
