This procedure establishes the method by which the "Mircea cel Bătrân" Naval Academy performs the automatic recognition of teaching positions obtained in accredited higher education institutions abroad, in compliance with the principles of legality, university autonomy, transparency, responsibility, and the ethical and deontological norms in force.

The procedure applies to Romanian citizens and citizens of the member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious universities from other states included in the "List of prestigious universities from other states," approved by OMECTS no. 5825/2016 and periodically updated, with a view to establishing themselves on the territory of Romania.

Only in the case of temporary practice, the provisions of Law no. 200/2004 and Art. 296 of the National Education Law no. 1/2011 apply directly:

"(1) Reserved, vacant or temporarily vacant teaching positions are filled with priority by the tenured teaching staff of the institution or by associated teaching staff, on an hourly basis, according to the present law.

(2) The employment of specialists with recognized scientific and professional value in the field, from the country or abroad, as invited associate teaching staff, is approved by the department council and approved by the board of administration.”

Occupying a teaching position in the Romanian higher education system is carried out in accordance with the legal norms in force.
