The maternal assistant - is the physical person, certified under the conditions of Ordinance 27 of 2024 regarding the conditions for obtaining certification, the procedures for certification, and the status of the maternal assistant, who ensures through their activity at their home the growth, care, and education necessary for the harmonious development of the children they receive in placement.
The purpose of the work procedure is to establish a unitary and common methodological framework for specialists within the Case Management Department for Maternal Assistants, who interact with maternal assistants and children for whom a special protection measure has been instituted, with a focus on their growth, care, and education, in order to ensure an emotional, secure environment necessary for the harmonious development of the children.
How can you become a professional maternal assistant?
Persons residing in Bihor County interested in becoming a maternal assistant will contact DGASPC Bihor, where they will submit an evaluation request. The request will include the applicant's curriculum vitae, as well as the reasons why they wish to become a maternal assistant. Supporting documents will be attached to the evaluation request (copies of civil status documents and study certificates, criminal record). Following the submission of the evaluation request, the applicant's ability to care for children will be evaluated. The certification as a maternal assistant is issued for an indefinite period, with review every 2 years.

*Who can be certified as a maternal assistant?
- has reached the age of 21;
- has graduated from high school education;
- through their behavior in society and psychological profile provides moral guarantees regarding the raising, care, and education of children;
- the person and the spouse present emotional availability in relationships with children, confirmed after psychological evaluation;
- the spouse and children who have reached the age of 14 and who share the same domicile or, as the case may be, residence with the applicant express their agreement regarding receiving a child/children into the family;
- has domicile or, as the case may be, residence in a locality with access to educational, medical services for the child/children to be taken in foster care and, as the case may be, habilitation/rehabilitation services for the child with disabilities;
- has the right to use a dwelling that adequately covers the needs of food preparation, hygiene, education, and rest for its users, including those of the child/children to be taken in foster care, and for whom an individualized space can be provided for rest and homework;
- at least one of the adult members of the family has an income, except for the applicant, if he/she lives with one or more members.
- the person has attended the professional training courses organized by D.G.A.S.P.C., the training courses last 80 hours, of which 50 hours of theory and 30 hours of practice, and are organized according to a curriculum developed by the National Authority for Child Rights Protection and Adoption in collaboration with representatives of the academic environment.
