The procedure applies to Romanian citizens and citizens from member states of the European Union, citizens from states that have signed the agreement on the European Economic Area and from the Swiss Confederation, who have graduated in Romania with psychopedagogical training and request, for the purpose of carrying out teaching activities at the pre-university level, in one of the member states of the European Union, the European Economic Area, or the Swiss Confederation, either independently or as an employee, the issuance of a certificate attesting the competences for the profession of teacher in pre-university education.

The DGMRURS decision can be appealed, only once, within 30 working days from the date of acknowledgement. DGMRURS rules within 60 working days. The resolution period may be extended in justified cases, the applicant being notified in writing, by postal services or electronic mail.
