Procedure regarding the recognition by UMFST G.E. Palade Tg. Mureş of the status of doctoral supervisor or habilitation, obtained in accredited higher education institutions abroad*

The provisions of this procedure apply to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third countries who hold the status of doctoral supervisor or habilitation, obtained in accredited higher education institutions abroad.
George Emil Palade University of Medicine, Pharmacy, Science, and Technology of Târgu Mureș automatically recognizes the status of doctoral supervisor or habilitation for applicants who have obtained this status:
a. in accredited higher education or research and development institutions in a member state of the European Union, the European Economic Area, and the Swiss Confederation
b. in accredited higher education or research and development institutions included in the List of prestigious universities from other states (https://cnred.edu.ro/ro/universitati-de-top), approved by Order of the Minister of National Education, periodically updated;
c. in accredited higher education or research and development institutions that are the subject of an international mutual recognition agreement concluded at intergovernmental or interuniversity level.
Applicants who do not fall under any of the situations provided for in points a., b., c., must address the National Center for Recognition and Equivalence of Diplomas (CNRED) within the relevant ministry.
Recognition of the status of doctoral supervisor and employment in a teaching position in the Romanian higher education system is carried out in accordance with OMECTS no. 5921/06.12.2016 and the applicable legal regulations.
Recognition of the status of doctoral supervisor or habilitation, in accordance with this procedure, is valid and produces legal effects at the level of UMFST G.E. Palade Tg. Mureș.
The recognition of the status of doctoral supervisor or habilitation by CNRED is valid and produces legal effects throughout the entire territory of Romania.
The processing time for the recognition of the status of doctoral supervisor or habilitation obtained at accredited higher education institutions abroad is a maximum of 30 working days from the date of submission of the documents and registration of the application.
For the assessment of files, a processing fee established annually by the University Senate will be charged.

If the evaluation committee does not recognize the quality of doctoral supervisor or habilitation, obtained in accredited higher education institutions abroad, the candidate will be notified by any means, and has 48 hours from the notification to file an appeal. The appeal shall be filed with the University.
The appeal will be resolved within 3 working days by an appeal committee, and the result will be communicated by posting on the official website of the university or by email or through the PCUe platform.
The committee's decision can be appealed only once. Subsequently, the final decision of the University may be challenged in court.
