Through this procedure, the PhD diploma and the title of Doctor of Science or in a professional field obtained at the following institutions are automatically recognized within the University of Petroșani (UPET):
- accredited institutions of higher education or research and development from an EU member state, from the European Area and the Swiss Confederation;
- accredited institutions of higher education or research and development included in the list of prestigious universities from other states, approved by Order of the Minister of Education;
- accredited institutions of higher education or research and development that are subject to international mutual recognition agreements, concluded at governmental or inter-university level.
The PhD diploma or the title of Doctor of Science or in a professional field, obtained at accredited institutions of higher education from member states of the European Union, the European Economic Area, the Swiss Confederation, and at prestigious universities from other states provided in the List of Prestigious Universities from Other States, approved by Order of the Minister of National Education and Scientific Research no. 5825/2016 and updated periodically, are automatically recognized by UPET.
The PhD diploma or the title of Doctor of Science or in a professional field, obtained at other accredited foreign higher education institutions than those mentioned above, is recognized only based on a mutual recognition agreement, concluded at intergovernmental or inter-university level.
The study documents subject to recognition are authenticated with the Hague Apostille for the states that are parties to the Hague Apostille Convention, and for other states, the study documents are legalized or accompanied by a Certificate of Authenticity issued by the competent authorities from the country of origin.
The commission that evaluates the recognition file and pronounces the decision regarding the recognition request, hereinafter referred to as the Evaluation Commission, consists of 3 members: the director of the doctoral school, as President; 2 members of the doctoral school, PhD supervisors in the candidate's field. The Evaluation Commission is appointed by a Decision of the Director of the Doctoral School Council (CSD).
The Evaluation Commission will prepare an Evaluation Report containing the solution to the recognition request. The resolution period for the recognition request is 30 working days from the date the file is submitted to the Chief Secretary's Office at UPET.
Based on the Report prepared by the Evaluation Commission, the recognition or non-recognition decision is issued by UPET and will be communicated to the applicant.
In case of loss, destruction, or deterioration of the recognition decision, UPET issues, upon request, a duplicate thereof. The application must be submitted in writing and accompanied by the following documents: a copy of the recognized diploma, a copy of the identity document, proof of payment of a fee annually established by Decision of the UPET Senate in case of loss, destruction, or deterioration of the documents issued by UPET, and a notarized statement regarding the situation: loss, destruction, or deterioration.
The recognition by UPET of the PhD diploma or the title of Doctor of Science or in a professional field obtained in accredited foreign higher education institutions is valid and produces legal effects only within this institution of higher education and does not automatically grant the right to hold a teaching position in the Romanian higher education system, which will be carried out according to the regulations in force.

The decision issued by UPET may be appealed within 2 working days from the date it is sent to the applicant. The appeal is submitted to the UPET Registry and is resolved by the Appeals Resolution Committee. This committee is composed of 3 persons appointed by the CSD Director of UPET, tenured teaching staff and members of the doctoral school of UPET, other than those who constituted the Evaluation Committee. The report of the Appeals Resolution Committee is final within the system of administrative remedies.
The report of the Appeals Resolution Committee may be challenged in court, within the deadlines and at the courts provided by Law no. 554/2004 on administrative litigation, as subsequently amended and supplemented.
