The procedure establishes the way in which the automatic recognition, by "Valahia" University of Târgoviște, of teaching positions obtained in accredited university education institutions abroad is carried out for persons requesting to occupy a teaching position within the university.
This procedure respects the principle of legality, university autonomy, transparency, responsibility, and the current ethical and deontological norms.
The exercise of rights conferred by occupying a teaching position in the Romanian higher education system is carried out according to the legal norms in force.
5.3.(1) Teaching positions in university education obtained in accredited university education institutions in member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious universities from other states included in the "List of prestigious universities from other states" approved by order of the Minister of the relevant ministry and periodically updated, are automatically recognized by "Valahia" University of Târgoviște.
(2) Teaching positions obtained at accredited university education institutions other than those mentioned in paragraph (1) are recognized only on the basis of an international agreement of mutual recognition concluded at intergovernmental or interuniversity level.
(3) The provisions of this procedure benefit Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation and citizens of third countries.
(4) Occupation of a teaching position in the Romanian higher education system is carried out according to the legal norms in force.
"Valahia" University of Târgoviște consults, if necessary, the National Center for Recognition and Equivalence of Diplomas (hereinafter referred to as CNRED) and the National Council for Certification of Titles, Diplomas and University Certificates (hereinafter referred to as CNATDCU).

The file for recognition of teaching positions in university education obtained in accredited university education institutions abroad is registered at the university registry and is sent to the Human Resources and Payroll Office, which will forward the file to the Evaluation Commission, appointed by decision of the Rector.
The study documents subject to recognition will be authenticated with the Hague Apostille for states that are parties to the Hague Apostille Convention, and for other states the study documents will be legalized or accompanied by a certificate of authenticity issued by the competent authorities of the country of origin. Exemption from apostille or legalization is permitted under law, an international treaty to which Romania is a party, or on the basis of reciprocity.
Files that do not contain all the mentioned documents will not be processed.
"Valahia" University of Târgoviște may request clarifications from the competent authority or the holder.
The Evaluation Commission consists of:
President: - the dean of the faculty
Members: - 2 tenured teaching staff from the teaching department similar to the applicant’s specialization
- lawyer
- representative Human Resources and Payroll Office
Alternate members: - 2 tenured teaching staff from the teaching department similar to the applicant’s specialization.
The tenured teaching staff who are members of the evaluation commission will be appointed by the dean, with the approval of the Faculty Council.
The Evaluation Commission is approved by the Administrative Council of "Valahia" University of Târgoviște.
Based on the decision of the Administrative Council, the rector issues the constitution decision.
The Evaluation Commission prepares the Evaluation Report, which contains the solution regarding the recognition request.

The evaluation report must be posted on the university website within 24 hours from the resolution, and any possible appeals from the applicant must be registered at the university Registry within 48 hours from posting. The deadline for resolving the recognition file is 30 days from registration.
The appeals committee, which is constituted together with the evaluation committee, according to the same criteria, consists of the following members:
President: - the director of the teaching department similar to the applicant's specialization
Members: - 2 tenured teaching staff from the department similar to the applicant's specialization
- legal adviser
- representative of the Human Resources and Payroll Office
Alternate members: - 2 tenured teaching staff from the department similar to the applicant's specialization.
The committee will resolve the appeal within 3 working days from its submission date.
The committee’s decision is final and will be posted on the UVT website within 24 hours from the date of resolution of the appeal.
The recognition of the teaching position by “Valahia” University of Târgoviște is valid and produces effects at the level of “Valahia” University of Târgoviște.
The recognition of the teaching position by CNRED is valid and produces effects throughout the territory of Romania.
The decision of recognition or non-recognition of the teaching position obtained in accredited foreign higher education institutions is issued by the Rector of “Valahia” University of Târgoviște, based on the Report drawn up by the evaluation committee.
The evaluation report and the decision of recognition or non-recognition are attached to the candidate’s file.
The decision of recognition/non-recognition of the academic teaching position obtained abroad is issued to the holder, to a person authorized by notarial power of attorney or – at the applicant’s written request – is sent by any means of remote communication agreed by the applicant (mail, courier, e-mail).
