Describe the organization and conduct of the process for recognizing a doctoral diploma and the title of doctor obtained abroad so that the candidate and participants in this process can better understand the steps to be taken and their order.

Implement OME no. 7234/2024 from October 10, 2024 for approving the Methodology regarding the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad.

Categories of persons addressed:

Eligible to submit applications for the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field are applicants who have obtained the title of doctor at:

a. accredited institutions of higher education from a member state of the European Union, the European Economic Area, and the Swiss Confederation;

b. accredited institutions of higher education from outside the countries listed in letter a), among the world's most prestigious institutions of higher education, according to the provisions of the Minister of Education's Order approving the list of prestigious universities from other states;

c. accredited institutions of higher education that are subject to an international mutual recognition agreement, concluded at intergovernmental level;

d. accredited institutions of higher education from other states than those mentioned in letters a)-b)-c).
