Institutional Procedure for the recognition in IOSUD - UPT of the PhD supervisor status obtained in accredited higher education institutions abroad*

This procedure applies within the Politehnica University Timișoara (UPT) for the recognition of the quality of doctoral supervisor obtained in accredited higher education institutions abroad, in the fields of doctoral studies accredited in IOSUD-UPT.
UPT recognizes the quality of doctoral supervisor for Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third countries, who have obtained this qualification as follows:
a. in accredited higher education institutions from member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious universities from other states included in the List of prestigious universities from other states, approved by order of the Minister of National Education and Scientific Research and periodically updated.
b. The quality of doctoral supervisor or habilitation obtained at other accredited higher education institutions abroad than those mentioned at letter a) is recognized only on the basis of an international convention of mutual recognition, concluded at intergovernmental or interuniversity level.
UPT consults, if necessary, the National Center for Recognition and Equivalence of Diplomas (hereinafter referred to as CNRED) and the National Council for Attestation of Titles, Diplomas and University Certificates.
Art. 2.
The recognition of the quality of doctoral supervisor or habilitation by UPT, according to this procedure, is valid and produces legal effects at the level of UPT. The exercise of the rights conferred by the quality of doctoral supervisor and the holding of a teaching position in the Romanian higher education system is carried out in accordance with the legal norms in force.
In the situation where the recognition of the quality of doctoral supervisor or habilitation has been carried out by CNRED, it is valid and produces legal effects throughout the entire territory of Romania.

The applicant may contest the decision issued under the conditions of art. 5, within 5 days of notification. The contestation must be submitted in writing and filed at the UPT Registry, either personally or by mail. If the contestation is sent by mail, the date of the contestation is the date when the receipt confirmation is signed by the UPT staff member; if it is submitted at the UPT registry, the date of the contestation is the date of its registration. The contestation is resolved by the contestation commission within a maximum of 30 days from its registration. The decision of the commission is communicated to the applicant and is final in the administrative procedure.
