Institutional Procedure for the recognition in IOSUD - UPT of the status of doctoral supervisor obtained in accredited foreign higher education institutions*

This procedure applies at the Politehnica University of Timișoara (UPT) for the recognition of the quality of PhD supervisor obtained in accredited higher education institutions abroad, in the fields of doctoral university studies accredited in IOSUD-UPT.
UPT recognizes the quality of PhD supervisor for Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens from third countries, who have obtained this qualification as follows:
a. in accredited higher education institutions from member states of the European Union, the European Economic Area, from the Swiss Confederation, and in prestigious universities from other states as provided in the List of prestigious universities from other states, approved by order of the minister of national education and scientific research and periodically updated.
b. The quality of PhD supervisor or the habilitation obtained at other accredited higher education institutions abroad, other than those mentioned in point a), is recognized only based on an international convention of mutual recognition, concluded at intergovernmental or inter-university level.
UPT consults, if necessary, the National Center for Recognition and Equivalence of Diplomas (hereinafter referred to as CNRED) and the National Council for the Certification of Titles, Diplomas and University Certificates.
Art. 2.
The recognition of the quality of PhD supervisor or the habilitation by UPT, according to this procedure, is valid and produces legal effects at UPT level. The exercise of the rights conferred by the quality of PhD supervisor and occupying a teaching position in the Romanian higher education system are carried out according to the legal norms in force.
In the situation where the recognition of the quality of PhD supervisor or the habilitation was carried out by CNRED, this is valid and produces legal effects throughout the entire territory of Romania.

The applicant may appeal the issued decision under the conditions of art.5, within 5 days from the notification. The appeal must be made in writing and submitted to UPT Registry, either in person or by mail. If the appeal is sent by mail, the date of the appeal is the date the confirmation of receipt is signed by a person from UPT, and if submitted to the UPT registry, it is the date the appeal is registered. The appeal is resolved by the appeals committee within a maximum of 30 days from registration. The committee's decision is communicated to the applicant and is final in the administrative procedure.
