This procedure regulates the issuance of urban planning certificates by Maramureș County Institution. The structure that handles the request is the Document Reception Department.

For the issuance of the urban planning certificate, the applicant shall address the Maramureș County Council by electronically submitting the following:
- Request for issuance of the urban planning certificate - form F1;
- Identification elements of the property for which the urban planning certificate is requested;
- Proof of payment of the legal fee (copy). Payment can be made by bank transfer to account RO10TREZ43621330250XXXXX, C.U.I. 3627315, through TREZORERIA Baia Mare.
- Other documents the applicant considers necessary (optional).
The issuance of the urban planning certificate is conditioned by sending, by mail, to the issuer's headquarters, the original form F1 if it does not have an electronic signature.

Form template F.1 – REQUEST for the issuance of the urban planning certificate, in accordance with the specifications regarding its completion, including: the identification details of the applicant the identification details of the property for which the urban planning certificate is requested, namely locality, cadastral number and land registry number, unless otherwise provided by law the elements that define the purpose of the request.*

Cadastral/topographical plans, highlighting the properties in question, as follows: for properties not registered in the cadastre and real estate publicity records: zoning plan at one of the scales 1:10,000, 1:5,000, 1:2,000, 1:1,000, 1:500, as appropriate, issued upon request by the office of cadastre and real estate publicity; for properties registered in the cadastre and real estate publicity records: excerpt from the cadastral plan on the orthophotoplan and land register excerpt for up-to-date information, issued upon request by the office of cadastre and real estate publicity.*

URBAN ENVIRONMENT FEE CALCULATION: up to 150 sqm inclusive - 6 lei; between 151 – 250 sqm inclusive – 7 lei; between 251 – 500 sqm inclusive - 9 lei; between 501 – 750 sqm inclusive – 12 lei; between 751 – 1000 sqm inclusive – 14 lei; 0.01 lei/sqm for each sqm exceeding 1000 sqm; ex: 14+0.01 lei/sqm for areas larger than 1,000 sqm; ex: (1360-1000)*0.01+14=17.6 lei; RURAL ENVIRONMENT FEE CALCULATION: 50% of the fee stipulated for urban environment; To the resulting amount is added the fee for standardized forms in the amount of 3 lei.
