Methodology regarding the automatic recognition by IOSUD – National University of Music Bucharest of the quality of doctoral supervisor obtained in higher education or research-development institutions abroad*

This Methodology, elaborated in accordance with the provisions of OME no.5956/13.08.2024 for the approval of the Methodology regarding the automatic recognition of the status of PhD supervisor obtained in higher education or research-development institutions abroad, establishes the manner in which the automatic recognition is performed, by the Doctoral Studies Organizing Institution – National University of Music Bucharest (IOSUD-UNMB), of the status of PhD supervisor obtained in higher education or research-development institutions abroad.
The procedure applies to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third countries, who have acquired the legal right to supervise PhD studies in accredited higher education or research-development institutions abroad.
The citizens mentioned above may obtain the certificate of recognition of habilitation as follows:
a) specialists who have the status of PhD supervisor in one of the member states of the European Union or the European Economic Area or in the Swiss Confederation automatically acquire the status of PhD supervisor in Romania through recognition and issuance of the certificate of recognition of habilitation by the doctoral studies organizing institutions;
b) specialists who have the status of PhD supervisor in one of the higher education institutions outside the countries provided at letter a), among the most prestigious higher education institutions in the world, according to the order of the Minister of Education approving the list of prestigious universities from other states, automatically acquire the status of PhD supervisor in Romania through recognition and issuance of the certificate of recognition of habilitation by the doctoral studies organizing institutions;
c) specialists who are PhD supervisors in institutions abroad, other than those provided at letter a) or b), acquire the status of PhD supervisor in Romania through recognition and issuance of the certificate of recognition of habilitation by the doctoral studies organizing institutions based on an international mutual recognition agreement.
The exercise of the rights conferred by the status of PhD supervisor in the Romanian higher education system is carried out according to the legal norms in force.
The recognition of the status of PhD supervisor or of habilitation by UNMB is valid and produces legal effects only at the level of UNMB.

In the event that the status of doctoral supervisor is not recognized, the candidate is informed and has 5 calendar days to submit an appeal to the UNMB registry. Appeals are resolved by an Appeal Analysis Committee consisting of 3 (three) members, doctoral supervisors, who did not participate in the dossier evaluation process, appointed by the UNMB rector's Decision, on the proposal of the CSUD director.
Appeals can only be submitted for non-compliance with legal procedures during the evaluation process, only by the applicant and only for their own dossier. The appeal is submitted to the UNMB Registry.
The failure to resolve the request concerning the automatic recognition of the status of doctoral supervisor or habilitation cannot be attributed to the university if the applicant does not follow the received correspondence or does not respond within the deadline to requests regarding the recognition dossier.
