This procedure is presented by Babeș-Bolyai University, headquartered in Cluj-Napoca, 1 Kogălniceanu Mihail Street, postal code 400084, phone: 0264405300, e-mail: contact@ubbcluj.ro, www.ubbcluj.ro and is based on the Methodology for the automatic recognition of the quality of PhD supervisor, teaching positions, doctoral diploma, and PhD title obtained from accredited foreign higher education institutions, which was approved by the Senate of Babeș-Bolyai University (UBB) through Decision 1755 of 06.02.2017.

The procedure was amended and approved by the UBB Senate through Decision no. 9475 of 13.07.2020 (updated text).

It addresses applicants who have obtained academic teaching positions at:

a) accredited higher education institutions from European Union member states or European Economic Area states or from the Swiss Confederation;
b) prestigious universities included in the List of prestigious universities from other countries, approved by order of the relevant minister, updated periodically;
c) accredited higher education institutions abroad, which are subject to an international mutual recognition agreement, concluded at intergovernmental or interuniversity level.


Required documents :
- are listed below, in the table, and in addition,
- as the case may be, *) notarized copy of the doctoral diploma, if the diploma was obtained in Romania; **) notarized copy of the certificate of recognition of the doctoral diploma, issued by the National Center for Recognition and Equivalence of Diplomas (C.N.R.E.D.), accompanied by a notarized copy of the doctoral diploma, if this diploma was obtained abroad; ***) copy of the certificate of recognition of the doctoral diploma at UBB, issued under Order 5923 of 6 December 2016, of the Minister of National Education and Scientific Research.

*), **), ***) Only one of the 3 sets of documents that prove the possession of the doctoral title is required.
Any notarized copies (not the notarized translation) may be replaced by a simple copy only if the original document is presented.


The submission of documents through this platform may be done as follows:

  • Each pdf file will contain only a single printed document, which will be included in its entirety (all its pages). The pdf file that corresponds to the document to be recognized will be made from a notarized copy, if it is issued in Romanian, English, or French, or from a copy and translation into Romanian, notarized by Romanian authorities, for documents issued in other languages.

  • For signing each digital document, a qualified electronic signature can be used (according to Law 455/2001).

The submission of the documents implies your agreement with the processing of personal data, as in the absence of this agreement, the University cannot provide the requested service.

The resolution period is 30 calendar days and begins when the applicant has submitted all the documents required by the University. This period is extended if the secretariat finds that the submitted file is not complete or if resolution requires clarifying correspondence with the applicant, the CNRED specialized service, or the institution that issued the document to be recognized. In any of these cases, the applicant for recognition will be informed in writing about this matter, using any of the communication methods indicated by the applicant in their recognition request.

The deadline for completing the file by the applicant with the documents required by Babeș-Bolyai University after the start of this procedure is 15 calendar days from the drafting and transmission of the communication by the University. Failure to meet the deadline leads to the case being closed. After closure, the applicant has the right to submit a new application, which will be processed according to the procedure in force on the date of submission.

The recognition of the teaching position is valid and produces legal effects only at the level of Babeș-Bolyai University in Cluj-Napoca. This recognition does not automatically entail the right to exercise the respective profession. The occupation of teaching and research positions in higher education is done in accordance with National Education Law No. 1/2011, chapter II. Appeal routes
Ways to appeal the conclusions of the Recognition Commission:

1) The solution proposed by the Recognition Commission may be contested by submitting and registering within the deadline the appeal drafted by the applicant, at the Registry of Babeș-Bolyai University.
The appeal deadline is 48 hours from the announcement of the solution proposed by the Recognition Commission. The appeals commission appointed by the rector of UBB will provide a response within 30 days from the receipt/registration of the appeal.

2) The response of Babeș-Bolyai University to the appeal may be challenged in the competent court, in compliance with Administrative Litigation Law 554/2004, as subsequently amended and supplemented.
