Through this procedure, teaching positions obtained in accredited institutions abroad by Romanian citizens, citizens of European Union member states, Switzerland, and third countries, are automatically recognized only within the Politehnica University of Bucharest, at:
a. accredited higher education institutions from European Union member states, the European Economic Area, and the Swiss Confederation;
b. prestigious universities from other countries listed in the List of Prestigious Universities from Other States, approved by Order of the Minister of National Education no. 5462/2018, and periodically updated;
c. other accredited higher education institutions abroad than those mentioned, only on the basis of an international mutual recognition agreement, concluded at intergovernmental or interuniversity level.
Only in the case of temporary exercise, the provisions of Law no. 200/2004 and art. 296 of LEN no. 1/2011 apply directly. Reserved, vacant or temporarily vacant teaching positions are covered with priority by tenured teaching staff of the institution or by associated teaching staff.
Occupying a teaching position in the Romanian higher education system is done according to the legal regulations in force.

Appeal routes
The appeal is submitted to the University within 15 calendar days from the receipt of the non-recognition decision; afterwards, the university's decision can be challenged in the courts of law.
