Procedure:
The monitoring of the way of upbringing and care of children with parents working abroad is addressed to children with both parents gone abroad, children with the sole supporting parent gone abroad, children with one parent gone abroad, and children who have returned to the country after staying abroad with their parents for more than a year.
After identifying the children in the above situation, monitoring is carried out by visiting their domicile or that of their legal representatives in order to check how they are being raised and cared for, identifying risk situations to which the children are exposed and which require the provision of services and benefits. The risk situations can be brought to the attention of the authorities through a direct request from the child or the legal representative, notification by the parent exercising sole parental authority, written or telephone notification from other family members, self-referral, referral by a specialist or other institutions that interact with the children/parents.
Parents will notify the institution regarding their intention to go to work abroad, indicating the person who will take care of the child during their absence.
Normative Acts:
- Law no. 272/2004, regarding the protection and promotion of children's rights, republished, with subsequent amendments and completions;
- Government Decision no. 691/2015 for the approval of the Procedure for monitoring the way children with parents working abroad are brought up and cared for and the services they can benefit from, as well as for the approval of the Methodology for collaboration between general directorates of social assistance and child protection and public social assistance services and the standard model of documents prepared by them;
- Order no. 219/2006, regarding activities of identification, intervention, and monitoring of children who are deprived of parental care during the time when their parents are working abroad.
