Details
It is granted for the full or partial coverage of expenses related to heating the home during the cold season.
Types of aid:
- aid for heating the home with thermal energy;
- aid for heating the home with natural gas;
- aid for heating the home with electric energy;
- aid for heating the home with solid or petroleum fuels.
Beneficiaries:
Families and single individuals who meet the following conditions:
- actually live at the address for which they request this aid, are registered in the house book, and are included in the calculation of maintenance expenses for the home;
- earn incomes up to 1386 lei/family member in the case of a family, or 2053 lei in the case of a single person;
- do not own assets listed in the List of assets that lead to exclusion from granting minimum inclusion income;
- have the status of aid holder, status which is found in the following situations:
- owner of the home;
- legal successor of the owner of the home;
- person who has alienated the home based on a sale-purchase contract with maintenance clauses or with right of habitation;
- holder of lease, loan, concession contract;
- another adult family member authorized by the owner of the home or the lease contract holder;
- legal representative of the single person who does not have exercise capacity (persons placed under interdiction, etc.)
Granting the right
The heating aid for the home is granted based on an application-declaration on one's own responsibility, accompanied by supporting documents regarding family composition, incomes earned in the month prior to the submission of the application by its members, and assets held, including in other administrative-territorial units. When determining the family's or, as the case may be, the single person's net monthly income, all incomes earned are considered, including those deriving from state social security benefits, unemployment insurance, allowances, permanent character aids and allowances, regardless of the budget from which they are supported, legal maintenance obligations and other legal claims, except amounts specified in art.10 para.2 of Law 196/2016 regarding minimum inclusion income
Necessary documents:
- copies of the identity documents of all family members;
- copies of the identity documents of all family members;
- copy of documents certifying the status of heating aid holder (ownership document, lease contract, legal authorization, etc.);
- copies of car registration certificates of owned vehicles (where applicable);
- supporting documents regarding incomes earned in the month prior to submitting the application (salary certificate mentioning YES/NO meal vouchers, holiday vouchers, pension coupons, unemployment coupons etc.); for people with no income or whose amount cannot be proven otherwise, a notarial declaration will be submitted in this regard;

Submission of applications-declarations is done only once at the beginning of the season. A holder is legally entitled to only one heating aid, depending on the type of home heating (thermal energy, natural gas, electric energy, solid or petroleum fuels). If families and single persons meet the conditions for granting heating aid for the home, during the cold season, the right is established starting from the month the application is submitted, if it is submitted by the 20th of the month. Single persons and families who own assets included in the list leading to exclusion from granting heating aid for the home, provided in Annex no.4 to HG 1154/2022, are NOT entitled to heating aid for the home and energy supplement.

Appeal routes
