This procedure regulates the manner of issuing the certificate of urbanism for construction/ demolition/ drafting of PUZ, PUD within the Town Hall of Cruset commune.

Art. 19, para. (2) of the Methodological Norms for the application of Law no. 50/1991, approved by MDRL Order no. 839/2009 establishes that the certificate of urbanism is an information document regarding the legal, economic, and technical status of the property, as well as the specific urban requirements for the site, determined in accordance with the provisions of the approved and endorsed urban planning documentation, a document that is issued, upon request, to any applicant - natural person or legal entity - and it is not necessary to present the title to the property or any other document that attests ownership.

The issuer is prohibited from conditioning the issuance of the certificate of urbanism on the prior drafting of urban planning documentation for the property in question, as well as any other technical documentation defining the purpose of the request.

Under these conditions, for the purpose of detailing the proposed urban intervention, other documents prepared by a designer may be attached to the required legal documentation, consisting of plans on cadastral support with the situation of existing and proposed constructions and a technical memo in which the proposals in the plans are detailed and their estimated impact on the neighbors is described; These plans are optional and have the sole purpose of providing information on the investor's intentions and cannot be endorsed as unchangeable;

The plans to be endorsed as unchangeable will be the extracts of the cadastral plan on the orthophotomap or other plans issued / endorsed by the Gorj Office of Cadastre and Real Estate Publicity, highlighting the cadastral parcels for which the certificate of urbanism is requested.

In the case of properties registered in the cadastre and real estate publicity records, as an annex to the certificate of urbanism, plans of zone inclusion, at one of the scales 1:10,000, 1:5,000, 1:2,000, 1:1,000, 1:500, as the case may be, issued upon request by the office of cadastre and real estate publicity (OCPI), may be endorsed as unchangeable, provided that these show the cadastral parcels for which the certificate of urbanism is requested, but without containing proposals regarding construction interventions at plot level. These endorsed plans may be used within the documentation necessary to obtain the permits requested through the certificate of urbanism.

The plans containing intervention proposals, required by the institutions authorized to issue the necessary permits, will be drawn up on the topographic support endorsed by OCPI to be used for obtaining the building permit, together with the plans endorsed as unchangeable as an annex to the certificate of urbanism, as mentioned in the previous paragraph.
