According to Article 301 paragraph (1) of Law 307/2006 updated regarding fire protection:

The commissioning of new constructions and arrangements, as well as existing ones where modification works and/or changes of destination have been carried out, is done only after obtaining the fire safety authorization for the categories mentioned in HGR 571 of 2016 updated with subsequent amendments and additions.
